As the Physician (ED Chief), you will perform on behalf of Lawrence General Hospital (Hospital) as specified below. The Hospital shall have the authority to determine the specific duties to be performed by the Chief of Emergency Services and the means and manner by which those duties shall be performed. DUTIES AND RESPONSIBILITIES: The Chief of Emergency Services shall fulfill the obligations and duties of the Chief of the Department as specified in the Medical Staff Bylaws. The Chief of Emergency Services should collaborate with the EC Nursing Director to provide the Hospital with the following Administrative services: Management and administration of the Department in accordance with the Bylaws of the Hospital, the Bylaws, rules and regulations of the Medical Staff and the requirements of any committee(s) or department(s) of the Hospital or Medical Staff, and in compliance with applicable federal, state and local statutes, rules, regulations ordinances and laws; and in such a manner as to assist the Hospital in maintaining: Accreditation by the Joint Commission. Qualification for reimbursement under Medicaid, Medicare, Worker Compensation, other federal and state reimbursement programs, Blue Cross, and other private third party reimbursement and prepaid health benefit programs with which the Hospital may contract. Overall supervision of ancillary and other support personnel (hereinafter collectively referred to as the personnel ) assigned to or assisting in the provision of services within the department. Oversight of the development of: (i) educational programs designed to meet the educational needs of physician and non-physician personnel, and (ii) community educational programs designed to meet the educational needs of the community-at-large. Periodic review and appraisal of the professional performance of the Department physicians, including submission of recommendations with respect to the appointment, reappointment and clinical privileges of these physicians. The Chief of Emergency Services shall participate in recruiting such qualified physicians, technicians and nurses ( staff ) as the Hospital, after consultation with the Chief of Emergency Services, determines as necessary to meet the medical needs of the patients of the Department. Development and/or approval of such clinical and operational protocols, procedures, rules and regulations as may be necessary or required for the proper provision of services by the Department. Acts as a liaison between the Medical Staff and the Hospital on issues involving the provision of services by the Department. Establishment and maintenance of physician coverage and emergency on call schedules which assure that all the Emergency Medicine needs of patients of the Hospital are met in a competent, timely, and responsive manner on a continuous basis, 24 hours per day, seven days a week. At least one physician member of the Department shall be physically present in the Hospital 24 hours per day, seven days per week. In the event that a physician member of the Department is unable to work due to illness, vacation or any other reason, and such physician has not made appropriate coverage arrangements, the Chief of Emergency Services shall be responsible for making such coverage arrangements. Participation in or the direction of Departmental patient care assessment activities, including utilization review and quality assurance programs, as required by governmental agencies, professional review organizations, accrediting bodies, third party payors, the Hospital and the Medical Staff. Participation in Hospital, Medical Staff, Departmental and interdisciplinary meetings. Participation in and promotion of the Hospital continuing medical education program, and preparation, development or presentation of programs relating to emergency medicine and related services. Preparation of such written reports as the Hospital, Medical Staff or any committee(s) or department(s) thereof may reasonably require or request. Active participation in the preparation of annual capital and operating budgets for the Department. Enforcement of the by-Laws, rules, regulations, and requirements of the Hospital, the Medical Staff and any committee(s) or department(s) thereof. Establishment and enforcement of quality control policies and evidence based protocols to ensure diagnostic and therapeutic reliability and safety of patients and personnel. Evaluation of all equipment, instruments, pharmaceuticals and devices used in connection with the provision of Emergency Medicine services. In addition, the Chief of Emergency Services shall make recommendations to the hospital concerning the type, quantity, and quality of equipment, instruments, and supplies needed by the Department. The Chief of Emergency Services shall advise the Hospital with respect to medical and other supplies and support services required for the efficient operation of the Department. The chief of Emergency Services shall prepare or cause written reports and medical records to be prepared with respect to all services rendered to patients of the Department, and shall cause these reports and records to be completed and submitted to the Hospital within such period of the rendering of such services as may be required by the policies of the Hospital and Medical Staff, or by applicable law. The Chief of Emergency Services shall perform such other administrative services as are required from time to time by the By-Laws, rules and regulations of the Hospital, the Medical Staff, or as may be required from time to time by the Board of Trustees of the Hospital or the Medical Staff. Participate in the development and management of quality performance metrics and report such at committees and staff meetings as appropriate.
