PROFESSIONAL QUALIFICATIONS/SPECIFIC TASKS/RESPONSIBILITIES. All Contract HCPs shall meet the qualifications for that specialty and perform essentially the same functions, within the scope of acceptable standards for their technical professional discipline, as those required by Army or government service technical professionals of similar experience and in similar duty assignments. Contract HCP practices/productivity will be compared to that of other Government personnel assigned to the same medical clinic.a. Contract HCP should be an expert in Physician Family Practice, serves as an authority and specialty practitioner. Provides treatment and evaluation of patients based on expert knowledge and mastery of the principles, practices, problems, methods of Physician Family Practice with at least 3 years working with services within the Department of the Army. Provides a full range of professional medical services to both sexes and all age ranges in a Family Practice Mode of care on an outpatient setting. This is to include assessment, diagnoses, and treatment in the areas of general internal medicine, gynecology, pediatrics, outpatient surgery, clinical orthopedic, dermatology, psychiatry and preventive medicine. Provides direct outpatient care to patients with general medical problems, complaints, and symptoms. Must obtain complete medical history and perform complete examinations for all patients presenting for care. Must obtain all appropriate tests necessary to diagnose and treat all common medical conditions. Completes required records pertaining to all medical services provided in accordance with specified procedures and regulations. Incumbent makes appropriate referrals in accordance with established procedures for patients needing special medical treatment facilities or activities.b. Possess a current, unrestricted license to practice medicine in any one of the fifty States, the District of Columbia, the Commonwealth of Puerto Rico, Guam or the U.S. Virgin Islands.c. Shall be Basic Life Support (BLS) certified and demonstrate ability to initiate CPR in event of respirator or cardiopulmonary arrest. Certifications must be maintained in current status throughout contract period at no additional cost to the Government.d. Shall be able to read, write, speak and understand English well enough to effectively communicate with all patients and other health care providers.e. Shall be knowledgeable of equipment and supply terminology and skill sufficient to identify and use necessary equipment and supplies properly and to communicate proper use with nurses, medical staff, patients, and family members.f. Shall be sufficiently skilled to teach patients proper self-care and to motivate patients and family members to continue the procedures for promoting rapid healing.g. Shall be knowledgeable and possess skills necessary to provide care appropriate to any age-related needs of the patients. The Contract HCP shall demonstrate knowledge of the principles of growth and development appropriate to the appropriate patient population served: Infants, Children, Adolescent, Adults, and Geriatric (>65).h. Shall have documentation of current Drug Enforcement Agency number.i. The Contract HCP shall demonstrate skills in interviewing, examination, assessment, and management of patients with general medical and surgical health problems. Seriously ill patients shall be managed in consultation with or by direct referral to specialty physicians.j. Official Education Commission for Foreign Medical School Graduation (ECFMG) Certifications for graduates of foreign medical schools, if applicable.k. Copy of Prime Source Verification of License and Qualifying Degrees.SPECIFIC DUTIES/TASKS THE CONTRACT EMPLOYEE SHALL PERFORM BUT NOT LIMITED TO:Works under the general professional direction of the Deputy Commander Clinical Services.Exercises full responsibility for professional diagnosis and technical decisions. Performs in accordance with established policies.Expert working knowledge of required software interface programs required within the department. (i.e Composite Health Care System (CHCS)/ Armed Forces Health Longitudinal Technology Application (AHLTA)/IMPAX v6.3 and updates/Powerscribe v5.0/Powerscribe v360.Provides consultation services for members of the hospital staff for purposes of specialty area training.Responsible for maintaining accurate clinical records and receiving consultations and laboratory work of specific patients.The Contract HCP shall perform and provide the medical examination and treatment in the specialty of Family Practice Physician. Medical care shall be provided to all beneficiaries authorized care in AR 40-3. The Contract HCP shall be responsible for providing medical care during the required work hours, as designated by the medical treatment facility (MTF), and shall provide immediate evaluation and management of emergent problems as they occur. Contractor shall complete medical charting within 72 hours of patient visit.The Contract HCP shall maintain the highest standards of professional care in the inpatient and outpatient management of orthopedic patients served by this facility. Educates patients about their condition and the recommended therapy/treatment. Performs other duties as assigned.The Contract HCP shall assume additional administrative or clinical duties as requested or needed to ensure sustainment of normal clinic operations including administrating manpower accounting through Defense Medical Human Resources System (DMHRSi) and ensure compliance with Joint Commission standards, to include, but not limited to, managing daily schedules, reviewing and disposition consults, monitoring appointment utilization and patient access to care, conducting mandatory clinical training, monitoring clinic supplies and equipment, ensuring enforcement of clinic SOPs and standards, conducting monthly peer review and attend staff meetings.
