Duties Provide technical assistance to managers and security staff on utilization of automated systems to including data usage for preparing various reports and making management decisions regarding the overall security program. Perform Performance Verification and Testing of newly installed Integrated Commercial Intrusion Detection System equipment to determine if the system is providing appropriate protection levels. Maintain, repair, and modify Closed-Circuit TV, Access Control and Intrusion Detection Systems and other security equipment and components where established criteria and technical precedents are not always available. Develop alternative approaches for corrective action and problem resolution. Evaluate site/facility engineering drawings for potential security deficiencies. Design and implement installation security systems for new facilities to meet physical security requirements. Analyze system products to ensure they serve intended purpose and needs of system users. Propose regulatory or procedural changes designed to improve the effectiveness or efficiency of security. Review quality control reports, reject listings and data base reconciliation to determine trends and initiate guidance or action to correct error conditions. Consult with operating personnel and other security specialists to devise protection systems which provide maximum security. Interpret security applications requirements to ensure consistency with security program objectives. Requirements Conditions of Employment Incumbent may be required to work in extreme weather conditions. The wearing of protective equipment, respirators, safety glasses, etc. will be required. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position. This position is subject to a pre-employment screening, and random testing thereafter. Heavy lifting, with assistance, in excess of 45 lbs. may be required. Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. Due to the nature of this position, employees are required to work both planned and unscheduled overtime. Incumbent must receive a passing score and/or certificate for Integrated Commercial Intrusion Detection System-IV (ICIDS-IV) Courses: Administrator, Maintenance and Operator, Conventional Physical Security, and Electronic Security Systems Design. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes review physical security requirements; AND analyze operating procedures and program requirements to determine security needs, AND design physical security protective systems or procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
