Duties As a PERSONNEL SECURITY SPECIALIST (TITLE 5), GS-0080-9, you will: Receive, review, and submit requests for personnel clearances for serviced civilian, contractor, and military personnel. Check the request for completeness and accuracy and contacts the Unit Security Manager, Supervisor, points of contact at the serviced units, and/or the individual subject of the background/clearance investigation for any questions or corrections that are required. Provide reports, as required, for status on pending or current investigations or periodic reinvestigations. Compose documentation, for supervisors' signature, verifying security clearances for those individuals going to other locations and requests the same of locations with individuals coming to their site. Ensure all investigative files are available prior to reviewing and rendering a suitability adjudicative/determination in accordance with suitability guidance and guidelines. Provide feedback regarding minor derogatory information found in the investigative file. Implement and execute policies and procedures in accordance with applicable laws, regulations, instructions, and policies. Receive and review documentation for completeness and accuracy and contacts the Unit Security Manager, Supervisor, points of contact at the serviced units, and/or the individual subject of the incident report for any questions or further information that is required. Keep abreast of emerging technologies and professional developments to remain current in the field and for being applicable to work assignments. Execute established policies and procedures required for the personnel security program. Ensure that sensitive, classified and Privacy Act information is not unnecessarily disclosed and is safeguarded in accordance with regulatory guidance. Screen personnel, as well as local police records and finance documents for disclosed and undisclosed derogatory information. Document all personnel suitability adjudicative determinations or recommendations in the relevant automated information systems. Assure compliance with Federal and local personnel management policies. This is NOT an all-inclusive list of duties. Requirements Conditions of Employment Attend the ARNG Security Manager Course within 12 months of hire. Obtain the Security Professional Certification(s) within 24 months of hire. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Must be able to obtain and maintain a top-secret clearance with eligibility to access sensitive compartmented information (TS-SCI). Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments. Participation in direct deposit is mandatory. Qualifications Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In Grade requirements also apply to former Federal employees applying for reinstatement. SPECIALIZED EXPERIENCE : You must have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector. Examples of Specialized Experience include, but are not limited to: Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree with the knowledge, skills, and abilities necessary to do the work, or equivalent graduate degree (LL.B. or J.D.), if related. OR Combination of Specialized Experience and Education: You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula: (a) your total months of full-time specialized experience as a percentage of a 12-month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
