Support to Pacific Fleet (PACFLT), Naval Information Warfare Systems Command (NAVWAR), Program Executive Office C4I (PEO C4I), and Navy Information Warfare Center, Pacific (NIWC-PAC). The Navy C4I and Space Department within MITRE's National Security Engineering Center is seeking an experienced Project Leader for MITRE's work supporting Pacific Fleet (PACFLT) in Honolulu, Hawaii.Qualified candidates will have a strong defense background with demonstrated technical experience in Multi-Domain Operations (MDO), command and control, and mission planning capabilities. The successful candidate must be able to work collaboratively with an integrated, federated MITRE team demonstrating strong teamwork and cooperation. The selected individual will be expected to work closely with military and civilian government experts across Pacific Fleet and its subordinate commands to address their critical mission needs, document operational needs, identify relevant emerging technologies, and createadvanced solutions to address PACFLT mission challenges. You will be working in a dynamic team environment, on non-routine tasks requiring novel approaches, with limited structure and supervision. Selected candidates will demonstrate the following: Strategic Leadership . Define and guide strategic objectives and daily execution of support to Pacific Fleet. Ensure FFRDC-appropriate impactful tasks are defined, and meaningful data driven products are developed in a timely and relevant manner. Proactively and closely partner with MITRE leadership to deliver seamless, holistic, and strategic impact to PACFLT and INDOPACOM. Actively collaborate with other projects supporting related sponsors to ensure maximum value and impact across MITRE's sponsors.
Domain / Technical competence . Demonstrate strong familiarity and skill in one or more of the following areas: (1) Joint All-Domain Command and Control (JADC2); (2) Cyber Operations; (3) Space Operations; (4) Information Operations; (5) Joint Electromagnetic Spectrum Operations (JEMSO); (6) Joint Operational Planning and Execution; and (7) Great Power Competition.
Interpersonal skills . Deliver strong leadership and develop a team that partners closely with both senior military leaders and action officers to identify operational and engineering challenges, potential solutions, and communicate project goals and impacts clearly and effectively.
Collaboration . Foster a project team environment that develops robust network of MITRE and other professional connections to engage and collaborate with engineers and planners, subject matter experts. Leverage a pipeline of MITRE technical expertise from the Labs, capabilities from the MITRE Platforms, and transitioned R&D from the MIP into project delivery.
Senior Sponsor Experience . Comfortably and respectfully engage with senior military leaders and engineers as well as commercial executives and managers.
Flexibility . Be able to modify and alter course as the environment and sponsor priorities shift. Understand the power of reach-back and be an effective conduit to bring the talent forward to execute at the right time. Job Description: Engagement Strategy: Provide the front-line interface to represent MITRE's corporate strategy, MNS initiatives and cross-cutting priorities to the sponsor. Identify and develop business opportunities to integrate and advance these initiatives and priorities into the project's work program.
Sponsor Relationship Management: Serve as a trusted advisor to PACFLT, offering unbiased advice and recommendations leading to achieving mission outcomes. Work closely with the Department Manager, Chief Engineer, and Managing Director to monitor and enhance regular engagement with the PACFLT sponsor.
Work Program Management: Be directly responsible for definition, staffing, execution, and quality of the project. Shape MITRE's work program toward impactful, innovative solutions, focused on improving the sponsor's ability to achieve mission outcomes.
Applied Research: Work closely with division and department Chief Engineers to feed sponsor requirements into MITRE's research program and identify opportunities for MITRE research to be applied to sponsor efforts. Basic Qualifications: Bachelor's degree and 10 years of related experience in Operations Research, Systems Engineering, Information Technology, Information Systems Management, Computer Engineering, Computer Science, Cyber Security, Software Engineering; or 8 years and a Master's degree; or a PhD with 5 years' experience.
Active TS/SCI clearance.
Experience working with Senior Government Leaders.
Familiarity with relevant technical domain areas, PACFLT & INDOPACOM sponsor organization, interagency coordination, program management and acquisition.
Demonstrated experience leading interagency teams focused on resolving cross-cutting intelligence problems.
Working knowledge of Navy, Joint and CCMD functions and operations.
This position requires an on-site requirement of 5 days a week. Preferred Qualifications: Well versed in military operational activities and emerging Joint All Domain Command and Control (JADC2) concepts.
Demonstrated technical skills as applied to AI/ML systems requirements.
Strong knowledge of Combatant Command and joint operations and organizations
Demonstrated working knowledge of Great Power Competition.
A clear understanding of defense related activities, requirements, and organizational responsibilities.
Excellent communication and interpersonal skills, both oral and written, and effective at diplomatically interacting with technical staff, analysts, and operators ranging from action officers to senior leaders. Demonstrated ability to deliver technical reports and briefings for operational sponsors. As part of MITRE's Push to the Pacific initiative, employees hired to this requisition are eligible to participate in a Hawaii Rotational Incentive program. For select positions with high demand and difficult to fill skill sets, MITRE is proud to offer selected staff the opportunity to receive a 15% lump sum payment each year, for up to 3 years. The above figures are based on current base salary upon selection to the Hawaii Rotational Rotation Program, less tax withholding and other applicable deductions.
