Duties The United States Space Force (USSF) at Vandenberg SFB (California) is searching for an Orbital Safety Analyst, DEL2/18SDS (NH-0301-03, GS 12/13 equivalent). Description: This position performs conjunction assessment functions in support of safety of flight, including manned spacecraft such as the International Space Station, and unmanned spacecraft such as support and resupply missions and/or robotic missions. Support is in the form of updating and maintaining the USSF high accuracy catalog of space objects. The certified OSA maintains a high accuracy catalog using Special Perturbations (SP) theory and modeling. They perform orbit determinations for the high accuracy catalog to determine the state of each satellite as a function of time using observations from the Space Surveillance Network (SSN). OSA also develops new methods, procedures, and training for performing orbital safety analysis in support of operational requirements and participates in briefings, meetings, committees, boards, etc. The OSA is a critical member of the 18 SDS and directly supports the advancement of a continuous, comprehensive, and combat-relevant understanding of the space situation. Ideal Candidate: 1. Ability to perform precision orbit determination updates to include manual differential corrections and other statistical estimation techniques. 2. Ability to perform satellite conjunction assessment screenings and thoroughly analyze associated SSN observations, orbital parameters, owner/operator ephemeris data, trajectory accuracy, and special perturbations (SP) vector quality. 3. Ability to perform orbital analysis on earth-orbiting objects. 4. Ability to research, analyze, interpret, and present data and supporting analyses to management. 5. Broad knowledge of NASA, USSPACECOM, Space Operations Command, and Delta 2 procedures and policies. 6. Extensive knowledge of the LINUX operating system and C-shell programming to access, retrieve, and display catalog database information. 7. Ability to manipulate extremely large amounts of data in a LINUX operating system environment. 8.Ability to independently plan, coordinate, and organize work to identify problems and develop innovative solutions. 9. Ability to communicate effectively, both orally and in writing. 10. Ability to document operational knowledge into checklists, lesson plans, and updated procedures. Requirements Conditions of Employment U.S. Citizenship Required This position is not eligible for telework. PCS/Relocation funding is available. Must be able to obtain and maintain a Top-Secret SCI security clearance. This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing. Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise. May be required travel away from the normal duty station on military or commercial aircraft. May be required to work overtime on an unscheduled or emergency basis.
