The Technical Controlling Organization Administrator (COA) is responsible for managing LOTO activities associated with plant equipment and systems. The Technical COA is fully responsible for coordinating LOTO operations activities within the assigned areas. Primary duties include the writing, approving, and coordinating the field implementation of LOTOs. This individual performs complex assignments within approved schedules and budgets. This position is expected to utilize independent decision-making regarding resolution of problems. This position may coordinate technical and administrative activities with employees in other disciplines and other departments participating on an assigned project. Ensures work executed by Operations staff is in accordance with Plant Operations and other applicable project procedures in accordance with policies and all applicable laws, regulations, Contract, Authorization Basis, and technical requirements. This position shall be performed under the day-to-day direction, control, and supervision of WTCC MAJOR RESPONSIBILITIES/DUTIES/TASKS Coordinate with other WTTP/WTCC personnel and organizations to ensure successful integration of activities and processes associated with future operations Represent Plant Operations for interfaces with other project organizations on issues affecting LOTO. Perform all work safely and with the utmost concern for the safety of self and other employees. Perform all work in compliance with permits, regulations, and standards. Perform activities and meet the goals and objectives established by the facility management organization Demonstrate an understanding system design and operation, including environmental, safety, and health aspects and regulatory conformance through completion of assigned operations qualifications Remain apprised of operational status and ongoing modification activities. Support control of fieldwork in assigned areas, including integration of project activities, repairs, and equipment operations activities. Perform Facility walkdowns to support operations, maintenance, and hazardous energy mitigation needs. Direct field activities and utilization of project resources (personnel & materials) Supervise assigned personnel in the completion of complex work Review Project design and other documents for, maintenance and testing impacts, repair methods and provide comments within area of expertise Ensuring the standards set by the conduct of operations procedures are upheld in the planning and performance of all facility activities Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment This job description is not intended to include every duty, task or instruction for which an employee is responsible. Other tasks may be assigned, based on business needs and the department supervisors request Ensuring the standards set by the conduct of operations procedures are upheld in the planning and performance of all facility activities Conduct concise, informative briefings which establish goals and priorities Communicate with other support organizations to ensure operating activities are started and completed as scheduled Make timely, informative notifications when required by facility events and procedures Provide clear, concise instructions to Commissioning Technicians or support personnel and require them to "repeat back" their understanding of the instructions REQUIREMENTS/SPECIFICATIONS Education: High School Diploma or GED. Associates Degree in engineering or science or equivalent education desired. Associates Degree in engineering or science may be substituted for two years of experience. Experience: Required: 10 years of experience in any combination of startup/ operations/ maintenance of nuclear or high hazard operations 4 years of DOE operating experience, including lockout/tagout or equivalent experience such as commercial nuclear operating experience, with US Nuclear Regulatory Commission policies, regulations, and standards including lockout/tagout. Desired: Previous experience either executing or performing work under DOE-0336 Lockout/Tagout program Previous experience performing the role as Technical Controlling Organization Administrator for a DOE-0336 Lockout/Tagout program is desired. A working knowledge and operation of remote/field/control room systems such as mechanical systems, pumps and fluid systems, electrical systems, cranes and hoists, process jumpers, remote waste handling equipment, power manipulators, and instrumentations, lifting hardware, etc. and associated inspection requirements A working knowledge of mechanical and electrical drawing reading SUPERVISORY RESPONSIBILITIES May supervise assigned personnel, and includes assigning complex work, setting work priorities, and evaluating and training Maintain awareness of the facility status and ensuring that facility equipment, including equipment operated by others in support facility operations, is operated in accordance with written and approved procedures Responsible for the performance of personnel assigned to their shift PHYSICAL REQUIREMENTS
(EFNM) Exposed Field Non-Manual Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity. COMPENSATION & BENEFITS HIRING SALARY RANGE: $128,402.60 - $206,078.53 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
