JOB SUMMARY: CRC is in need of an Operations Research Analyst at all levels of experience (Junior thru Senior and SME) to support the United States Army Pacific Command (USARPAC) Task Order (TO). We are currently assembling our team of experienced professionals with a broad range of intelligence, operations, planning, data, training, and logistics solutions on an enterprise scale to advance technical capabilities and maximize the effectiveness of USARPAC programs, operations, and partnerships throughout the USARPAC Area of Responsibility (AOR). PRIMARY RESPONSIBILITIES: Supports Intelligence Community-led HUMINT collection working groups. Performs analysis of HUMINT metadata for the purpose of improving the geolocation, contact chaining, and additional communications characterizations of targets of interest. - Analyzes HUMINT content and metadata to support the development of existing targets and the discovery of other analytic vectors through the reconstruction and documentation of target communications networks. Tracks Army HUMINT requirements and collaborate with Army Enterprise elements and external elements as required. Provides linguistic/machine translation activities for HUMINT activities/collection, as required. Provides recommendations for HUMINT collection doctrine, polices, processes and procedures. Conducts and supervises tasking, survey, collection, geolocation, processing, and exploitation of foreign signals through HUMINT analysis and dissemination Assists in the HUMINT collection management process; operates and employs cryptologic equipment Uses the methods for HUMINT collection, processing, exploitation, and dissemination and training activities required to maximize operational HUMINT readiness and assist with the creation of products for presentation to senior Government officials as well as edit and coordinate the final drafting of documents and presentations as required. Supports and assists to systematically conduct HUMINT research and readiness activities to enhance the Government's awareness, preparedness, and decision-making capabilities through USARPAC in accordance with Army, DoD, and Intelligence Community HUMINT Policy. Manages and integrates HUMINT collection and analysis activities per contract requirements. Enables the collaboration and synchronization of HUMINT processing, exploiting and disseminating HUMINT analysis and data processing by leveraging knowledge and experience in policy, program planning, collection capabilities, analytics, and information technology (IT) modernization. Alleviates obstacles that could preclude the USARPAC and its strategic partners that encumber HUMINT intelligence systems operations, training and sustaining. Gathers feedback from HUMINT intelligence consumers to determine if the requirements are being satisfied and revises intelligence requirements based on feedback received to identify issues, minimize information gaps, and mitigate capability shortfalls. Develops HUMINT intelligence Measures of Performance (MOPs) and intelligence Measures of Effectiveness (MOEs). MINIMUM REQUIREMENTS: An active TS/SCI government security clearance Bachelors degree and five (5) years' experience; Four (4) years' additional experience may be accepted in lieu of degree.
