Title: Operations Analyst 3 Location: Vancouver, WA Duration: 12-month Contract (with possible extensions up to 5 years) Pay Range: $59.35 $62.58 per hour This high-level, contract Operations Analyst position will collaborate with the technical subject matter experts (SMEs) to provide analytical support to strategic functions. This position formulates and applies various modeling techniques and other optimizing methods to develop and validate information that assists management with decision making, policy formulation, process development or other managerial functions. In addition, this position concentrates on collecting and analyzing data, analyzing workflow, and developing process analysis and decision support information and documents.
Position Responsibilities: - Maintain and administer computer networks and related computing environments including computer hardware, systems software, applications software, and all configurations.
- Formulate simulation models of problems, relating constants and variables, restrictions, alternatives, conflicting objectives, and their various parameters.
- Observe the current systems in operation and gather and analyze information about each of the parts of component problems, using a variety of sources.
- Analyze information obtained from management to conceptualize and define operational problems.
- Perform validation and testing of process models to ensure adequacy and reformulate models as necessary. Design, conduct, and evaluate experimental operational models in cases where models cannot be developed from existing data.
- Collaborate with senior managers and decision makers to identify and solve a variety of problems and to clarify management objectives.
- Break processes into their component parts and examine the relationships between them.
- Define data requirements and gather and validate information, applying judgment and any applicable tests.
- Study and analyze information about alternative courses of action to determine which plan will offer the best outcomes.
- Prepare management reports defining and evaluating problems and recommending solutions.
- Develop business methods and procedures, to implement solutions adopted by management.
- Collaborate with others in the organization to ensure successful implementation of chosen problem solutions.
Position Requirements: Education & Corresponding Experience - An Associates or Bachelor's degree in Computer Science, Engineering, Business Management/Administration, Organizational Development or closely related technical discipline is preferred.
- With an applicable Bachelor's degree, 8 years of experience is required.
- With an applicable Associates degree, 10 years of experience is required.
- Without an applicable degree or without a degree, 12 years of experience is required.
- Experience should be directly related to business and/or operations analysis and progressively more technical in nature.
Required Technical Skills & Experience - 5 years of experience with the following:
- Experience in written communication and technical writing sufficient to interpret SME's input and convert into meaningful performance target language.
- Experience developing professional presentations and delivering/presenting them at the Executive level.
- Expert proficiency in automated data systems to include Microsoft Access, Excel, SharePoint and Visio.
