Overview This position reports to the Commissioning Management Specialist and is responsible for Safety and Technical oversight on offshore wind related electrical equipment as well as HV switching activities. This individual performs oversight on crews working on electrical equipment including but not limited to: power transformers, protective relays, GIS circuit breakers, control and supervisory equipment, voltage regulators and other equipment within an electric power substation, either offshore or on shore. Education and/or Experience - associate degree in a technical field is preferred, or the equivalent combination of relevant education and/or experience Responsibilities Ability to learn new job-related skills and assume new responsibilities through progressive experience Ability to work cooperatively in a team environment, independently and with others while maintaining a high level of initiative and self-motivation Ability to meet the physical requirements for various offshore rescue and survival courses and obtain related medical certification Ability to wear all required PPE for all working and training operations. Able to work in and around water, at heights, travel by boat and helicopter. Solid computer skills and experience with Adobe and Microsoft programs, and good written and verbal communication ability. Ability to work through language barriers in a multilingual environment. Must have excellent verbal and written skills and be able to communicate and negotiate effectively with clients, agencies, and the general public. Adhere to understand and utilize TRC and client Health and Safety Management System, which includes but is not limited to: Health and Safety Plans, Job Hazard Analysis, Daily Pre-Job Safety Tailboards, Near Miss Reporting, Incident Reporting, OSHA requirements, and all required Safety Training Adhere to and understand project requirements including but not limited to: scopes of work, budgets, schedules, specific client requirements, project deliverables, and project closeout Be familiar with the Company's drawing system, ANSI Standards, National Electric Safety Code, and the Company's design and construction standards Able to work a minimum of 14 consecutive 12+ hour days in a rotating shift schedule to include day/night shifts, holidays and weekends. Promote efficient flow of information and ensure complete and accurate record keeping while providing timely responses to the Management Team when asked to provide information, perform tasks, or other duties as assigned Provide highest level of customer service and consistently delivers a quality product. Maintains highly professional and respectful relationship with clients. Must be available for out-of-town travel of up to several weeks at a time and able to travel internationally if needed S. citizenship or U.S. permanent resident status required Valid driver's license issued by state of residence and in good standing is required Possess a valid U.S. Passport or the ability to obtain within 45 - 60 days of hire, prior to any project site deployment. Ability to lift up to 50 pounds. Qualifications Basic understanding of electricity Basic knowledge of (or the ability to learn) HV switching and LOTO practices, including open air and GIS equipment operation. Basic understanding of (or the ability to learn) AC and DC schematics, wiring and drawings, one line and three-line interconnection diagrams. Basic knowledge of (or the ability to learn) medium and high voltage substation equipment. Perform basic apparatus testing and interpret test results with supervision. Basic knowledge of and ability to learn test equipment specific software to accurately conduct and document test activities. Perform basic troubleshooting and problem analysis (or the ability to learn) associated with substation equipment, including but not limited to: Drawing Errors and Omissions, Wiring Errors and Omissions, Equipment Malfunctions, Questionable Apparatus Test Results, Battery Ground Faults, etc Participate in project meetings including but not limited to: kickoff meetings, planning meetings, progress meetings, lessons learned meetings. Identify risks and associated mitigation techniques on utility systems and equipment. Develop a Site Risk Assessment to document all high-risk construction and commissioning activities and to formalize the processes of circuit isolation and restoration in a manner that ensures no unintended operations of station equipment and protection systems and personnel safety. Prepare detailed daily, weekly, and project completion reports and documentation that includes project progress, issues or problems, recommendations, test results and analyses Ensure proper project drawing management and general housekeeping is kept onsite at all times. Ensure Working/Field Copy of project drawings updated continuously throughout the project to ensure they accurately reflect the as-left condition of the project at the end of each day. Make certain all applicable tests and/or commissioning activities are performed on every piece of equipment or system in accordance with planning and project documents. Make certain all test results are acceptable and permanently recorded, filed and distributed properly. Develop detailed status reports of various types of electrical equipment. Review and approve detailed test reports of various types of electrical equipment. Assist other engineers and technicians, as required, during commissioning and startup of systems and equipment Conduct formal walkdown procedure prior to energizing any equipment Examples of Equipment - SF6/GIS Breakers, Circuit Switchers, Power Transformers, Capacitor Banks, Bus, CTs, PTs, CCVTs, Wave Traps, Disconnect Switches, Surge Arrestors, Regulators, Reclosers, Cables, DC Battery Banks, Grounding, Generators, Station Service Transformers, AC/DC Panels Familiarity with substation construction standards, methods and construction equipment operation and working knowledge of commissioning practices. Solid working knowledge of LOTO (Lock Out Tag Out) Principles along with the ability to determine what ZOP (Zone of protection) is required to perform given work tasks. Experience in HV substation switching a plus. Solid concepts of safe work principles and the ability to evaluate safe work plans, drive adherence to safe work plans, and lead pre job safety tailgates. OSHA 30 preferred. Ability to read and interpret one-line diagrams and collaborate to write and execute switching plans. Ability to follow verbal and written directions consistently and error free. Ability to perform minor troubleshooting such as checking fuse continuity and mechanical linkages. 5+ years of substation construction and operations experience in transmission level substations preferred Experience in offshore operations a plus. Complete, pass examination and maintain OSHA 10 Training Certification Obtain and maintain required First Aid certificate. Pass and maintain required offshore rescue and survival courses. Pass required GWO (Global Wind Organization, HUET (Helicopter Under Water Escape Training) and Chester step test prior to being deployed to project site.
