Title: NRO - P3007 - Water Permit Writer State Role Title: Environmental Specialist II (59032) Hiring Range: 70,000-96,500 Pay Band: 5 Agency: Dept of Environmental Quality Location: Northern Regional Office Agency Website: Recruitment Type: General Public - G Job Duties The Northern Regional Office seeks a qualified candidate to serve as a Water Permit Writer, a position responsible for protecting water quality by preparing Virginia Pollutant Discharge Elimination System (VPDES) permits in accordance with the Clean Water Act and the Virginia State Water Control Board regulations. The position reviews wastewater permit applications and permit related operation/design submittals for applicability and completeness, and to develop and write, in a timely manner, enforceable VPDES permits which are technically and procedurally accurate in accordance with applicable laws, regulations, and agency guidance and practices. The position provides technical support for permit related compliance and enforcement actions by working with clients to resolve issues efficiently, openly, fairly, and consistently. Also, the position provides recommendations and technical support for approval of facility design and operation documents and as needed, the position participates in compliance inspections, pollution response, guidance development, and assistance with public inquiries. The position requires knowledge of water quality science and pollution control concepts and the ability to communicate effectively, both verbal and written, with regulated parties and public. Ability to read, interpret, and properly apply complex policies, guidelines, and regulations and evaluate permit applications and related correspondence. Must be sensitive to public attitudes and concerns while effectively carrying out the agency mission. Minimum Qualifications Knowledge and/or experience in water quality science and water pollution control concepts Knowledge and/or experience with reading, interpreting, and applying policies, guidelines, regulations, and laws, especially as related to state and federal water pollution control requirements Ability to evaluate technical documents Ability to manage multiple concurrent assignments Ability to work independently as well as collaboratively in a team environment to meet deadlines Ability to express complex ideas and concepts clearly and concisely, both verbally and in writing, with a diverse audience Must be sensitive to public attitudes and concerns while effectively carrying out the agency's mission Computer literacy in word processing, spreadsheets, GIS and database management Additional Considerations A combination of education, training, or experience with major course work in environmental science, environmental engineering, natural resources management or in a related field.
