Duties As a NORAD Exercise Designer, GS-0301-11, you will provide air sovereignty and air defense through counter-air and other maritime homeland defense operations over the United States. Directs the employment of sensors, fighter aircraft, air-to- air refueling aircraft, RWAI, AWACS aircraft, a Battle Control Center (BCC) and joint air defense artillery assets to defend the sovereign territory of Canada and the United States. Supports NORAD Integrated Tactical Warning and Attack Assessment and US NORTHCOM homeland security missions. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. The employee must be able to obtain and maintain a Top Secret clearance as a condition of employment within one year of appointment. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Qualifications GENERAL EXPERIENCE : Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems SPECIALIZED EXPERIENCE : 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Must have experience planning, designing, and carrying out of the conceptualization, design, writing, coordination, manning, execution, and analysis of air defense exercises/evaluations. Must have experience involving work that requires analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives in a mix of areas including facility planning, real property, budget and programming, and skill in preparing project papers and staff reports and skill in organizing and delivering briefings to managers. Must have knowledge of the overall Homeland Defense mission with emphasis on the NORAD-NORTHCOM air defense mission. Education If you are using Education to qualify for this position, Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree You must provide copy of OFFICIAL transcripts as documentation to support your educational claims.
