Responsibilities Noblis MSD scientists, engineers, technical staff, analysts, and program managers identify and deploy new shipboard technologies, integrate information technology across shipboard platforms and shipboard systems, and develop computing and networking strategies to support the Warfighter. Noblis MSD is seeking Project Managers familiar with NAVWAR and NIWC Pacific and optimally experience with the NIEF operations to manage financials, develop solutions, monitor execution, develop deliverables, and collaborate with the government for our work in San Diego. ALL LEVELS Must be proficient in some or all aspects of management of projects, directing resources, expenditures, interfacing with sponsors and providing guidance for all awarded task orders on this IDIQ production and integration contract. Must demonstrate the ability to manage one or more projects, maintain schedules, articulate program status, develop detailed deliverables and participate and present at internal and external reviews. Responsibilities may include: Oversee a diverse technical staff of employees, and subcontractors in delivering complete solutions Be responsible for managing subordinate managers and the interface with subcontracting manager in the management of task(s) funding, resources, and delivery of solution requirements Manage tasking in one or more technical areas including production, manufacturing, drafting, testing, configuration management and integration Task planning, resourcing, budget, and execution Support one or more projects ensuring on time delivery, within budget, and meeting all performance and quality requirements Stand up new task orders/projects and associated resources and processes, as new work is awarded Manage resource planning and report to customer and Senior Program Manager Manage risks and issues Escalate and resolve program issues Manage and facilitate customer communications at various levels Oversee coordination, tracking, and submission of program deliverables Meet regularly with government management, government technical leadership, and other government contractors to ensure a clear understanding of customer needs and challenges Support RFP responses, for resource planning Manage and report schedule Required Qualifications Required Skills: - Active Secret Clearance - Demonstrated ability to operate independently - Outstanding verbal communication and interpersonal skills - Strong writing and presentation skills, producing high-quality deliverables and proposal responses through collaboration - Experience with budgeting and staffing - Excellent customer relationship management and negotiation skills - Experience with Agile processes Required Experience: Junior Level 2: Bachelor's and minimum 3 years related experience or Master's and minimum 1 year related experience; or a Doctorate without experience; or equivalent work experience (HS-9 AA-6) Compensation $67,800 - $130,400 Mid-Level 1: Bachelor's and minimum 5 years of related experience, or Master's and 3 years related experience, or Doctorate and 1 year related experience; or equivalent experience (HS-11 AA-8) Compensation $90,300 - $158,000 Mid-Level 2: Bachelor's and minimum 8 years of related experience, Master's and 6+ years of related experience, or Doctorate and 4 years related experience; or equivalent experience. Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
