Description The purpose of this classification is to perform professional activities to conduct residential, commercial and industrial inspections in two or more trades (building construction, electrical, mechanical, plumbing, and/or gas) for compliance with applicable codes and ordinances. Work may be performed in economically disadvantaged neighborhoods and position may be subject to 24-hour call. Examples of Duties Interprets and enforces ordinances and codes related to building construction, plumbing systems, heating ventilation, air conditioning, (HVAC) fuel oil systems, pool and spa heaters, electrical or other systems in new construction and existing residential, commercial, and industrial structures; inspects properties in the process of construction, alteration, repair or demolition for compliance with applicable codes; verifies conformance to applicable codes, ordinances, and approved plans; re-visits areas with repeat violators. Coordinates and allocates daily inspection assignments; provides guidance and assistance to departmental staff. Conducts a variety of inspections to include inspecting below slab installation, wall and final installations, water drainage and vents, final fixture installation and vents, and the installation of sewer lines, water lines, back flows, electrical lines, HVAC, fuel oil systems, pool and spa heaters or other systems; ensures the compliance with all ordinances and codes. Receives and responds to citizen complaints; investigates related code complaints; investigates reports of code violations. Assesses properties to determine potential for rehab per HUD regulations or demolition recommendations for distressed, vacant and blighted properties; defines scope of work to repair substandard structures to achieve code compliance; prepares itemized cost estimates of labor and materials; participates in bid solicitation process and contract signings. Monitors pressure tests for gas, water and wastewater improvements, lamp tests for wastewater improvements and assists in the disinfection of water lines. Notifies responsible inspectors, contractors, subcontractors, engineers, architects, or homeowners of code violations; discusses corrective options and approved scope of work; enforces deadlines for compliance; issues stop work orders if necessary; documents findings and recommended solutions. Reviews architectural drawings, specifications, and diagrams to verify compliance; researches law books, State statutes, policy manuals, codebooks, and other documents in the performance of enforcement tasks. Inspects and reports on properties under consideration for inclusion in Land Bank and recommends appropriate action. Provides interpretation and explanation to the public on various code and ordinance issues; attends community meetings; reports at City Council hearings on proposed condemnations, as required. Prepares and maintains inspection records, photographs, and related documentation; prepares reports and performs computer data entry of related information. Enforces competency cards, licenses and insurance for contractors. Reviews and studies development code regulations to stay informed of changes in codes and ordinances; completes necessary classes to maintain required inspection certification; recommends new techniques for inspection activity. Operates a variety of specialized equipment to include a ladder, socket set, video camera, level, shovel, manhole, camera and probing rod; operates a personal computer, tablet, cell phone, printer, scanner, fax machine, copier and other office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software. Responds to emergency calls during weather or other emergency situations. Typical Qualifications High School diploma or GED, with vocational or technical school training in one or more of the following: building construction, plumbing, electrical, HVAC and/or other trade; four (4) year(s) previous experience in building construction, plumbing, electrical and/or HVAC inspections and code enforcement is preferred for positions in Construction Development Department; or four (4) years of experience in residential construction, including home inspection, property claims adjuster, or construction project management work is preferred for positions in Community Development Department; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a valid driver's license. Will be required to obtain a valid State of Louisiana driver's license at time of appointment and maintain throughout employment for this classification. Will be required to obtain and maintain required certifications, as determined by the department. Must possess or obtain within one year of hire the following certificates issued by the International Code Council (ICC): ICC Combination Inspector and ICC Combination Plans Examiner or ICC Certified Building Official.
