Job Summary:
The Monitoring and Evaluation (M&E) Specialist supports the USAID Programs Team and the Research, Evaluation & Learning (REL) Unit at IIE. For the USAID Programs Team, the M&E Specialist serves as the primary home office M&E technical lead for IIE's portfolio of USAID programs, providing technical support and guidance for MEL activities from proposal development to program implementation. For the REL Unit, the M&E Specialist supports the Head of Research, Evaluation & Learning in management of evaluations and development of M&E plans and methodology. The M&E Specialist leads the design of M&E plans, logic models and theories of change, data collection, data analysis, and communication of findings. The M&E Specialist works closely with the Head of REL and Director of USAID Programs to develop business, serves as a key IIE resource for M&E, and represents the institute as a subject matter expert.
Essential Functions:

• Develops Activity Monitoring, Evaluation, and Learning (AMEL) plans, including theories of change, methodologies, and Performance Indicator Reference Sheets (PIRS) for USAID programs administered by IIE. Creates tools for implementing the AMEL plan and oversees data input into the USAID Development Information Solution (DIS) system.

• Provides resources and technical guidance and review to field office USAID M&E Specialists during their development and implementation of AMEL plans.

• Designs and oversees monitoring and evaluation (M&E) plans and technical sections of proposals; creates Logic Models to guide program M&E. Performs advanced data collection and analysis.

• Provides quality control and consistency around deliverables for evaluation projects, including review of instruments and reports for content, adjustment of focus and structure based on client needs, etc.

• Manages evaluations for IIE and external clients, including project implementation, client communication, and reporting. Ensures that evaluation timelines and deliverables are met.

• Represent IIE's evaluation activities to external audiences in the U.S. and globally. Disseminates IIE's evaluation activities and findings through articles, IIE website, chapters, and essays in domestic and international publications.
Job Requirements:
Education and Work Experience:

• Requires an advanced degree in order to apply in-depth knowledge of the theories and principles of a specialized work function, field or discipline.

• Requires at least five years of related work experience.
Required Knowledge, Skills and Abilities:

• Advanced degree required in education, public administration, or social sciences with a specialization in program evaluation, policy analysis or research methodology.

• At least five years of related work experience (6-7 preferred), with at least three years of experience designing and implementing MEL activities for USAID-funded programs, preferably focused on education.

• Applied knowledge of statistics and qualitative data analysis with experience using Stata and/or SPSS, as well as Microsoft Office Programs, especially Excel, Word, Outlook, and preferably PowerBI.

• Experience in client relations and communicating with a wide variety of evaluation stakeholders. Experience with conceptualizing and developing logic models and theories of change.

• Ability to successfully implement simultaneous projects and competing demands in a fast-paced work.
Salary and Benefits:
Salary Range: $78,534 - $94,937. A candidate's salary is determined by various factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, internal organizational equity, and geographic region.
