Duties This position requires military membership in the Puerto Rico Army National Guard (PRARNG) Selected applicant(s) will be required to complete an online Onboarding process. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. Must be able to obtain and maintain the appropriate SECRET security clearance of the position within one year of appointment. May be required to successfully complete a probationary period. Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position. Continued employment in this position is contingent upon successful completion of the physical examination and periodic medical evaluation thereafter. Loss of military membership will result in immediate loss of your full-time military technician position. Participation in direct deposit is mandatory. Must possess a valid PR State driver's license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives. Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Qualifications AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Technician Officers, Warrant Officers and Enlisted member employee's (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Technician Officers, Warrant Officer and Enlisted members employee's (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3 = Officers, Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, preferred military rank allowed for this position will be SSG and above. Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. DUTIES: As a MOBILIZATION AND DEPLOYMENT SPECIALIST (D), GS-0301-9, you will serve as the Mobilization/Deployment Specialist for the Installation. Work is to be performed in the areas of Mobilization Readiness including Soldier Readiness Processing (SRP) and Soldier Readiness Checks (SRC). Incumbent provides oversight, planning, interpretation and application of policy. Also provides final review and validation of products for presentation through chain of command. Coordinates and synchronizes SRPs and SRCs in concert with other G Staff elements. PHYSICAL DEMANDS: The work is sedentary. However, there may be some walking, standing, bending, and carrying light items. WORKING ENVIRONMENT: Work is typically performed in an adequately lighted and climate-controlled office. GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicantmust possess at least ONE (1) year at next lower-level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as formalizing and structuring Soldier Readiness Processing and Soldier Readiness Checks at all levels; providing guidance and assistance to subordinate units all personnel and administrative actions related to SRP processing; developing and coordinating of appropriated and non-appropriated funds budgets; coordinating the composition of the SRP manning requirements; establishing and continually reviews, updates and develops complex administrative procedures related to the HR portion of the mobilization; developing methods to improve procedures, to achieve goals and objectives; working experience using personal computers and preferred organizational office automation applications, computer network, printers, and scanners; ensuring that the procedures and administrative control of the office operates smoothly; providing advice to managers on non-controversial organization or program. Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Successful completion of a full 4-year course of study leading to a bachelor's degree, in an accredited college or university, is equivalent to the GS-05 position, one (1) full year of graduate level education or superior academic achievement is equivalent to a GS-07 position, master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, is equivalent to a GS-09 position,(i.e., 36 weeks of substantially full-time hours, or the equivalent) of the required experience. Courses must be directly related to the work of the position. In addition, completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff Collage, Air and Army War Collage, National Security Management Course and other comparable level will be credited at the rate if 1 month of education for 2 months of specialized experience. Copy of official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
