Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Reassignment - Currently in the title and an employee of DEC or Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis. or Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and: Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications - see below. A bachelor's or higher degree in agricultural engineering, agriculture, agronomy, animal science, atmospheric science, biological science, biology, botany, chemical engineering, chemical science, chemistry, civil engineering, conservation biology, ecology, ecosystem management, environmental biology, environmental engineering, environmental health, environmental planning, environmental science, environmental studies, environmental toxicology, forest science, forestry, geography, geological engineering, geology, horticulture, hydrology, landscape architecture, mining, mining engineering, natural resources, natural resources conservation, natural resources management, natural resources planning, natural science, petroleum engineering, physics, urban forestry, wildlife biology, wildlife science, or zoology. OR 2. A master's or higher degree in agricultural engineering, agriculture, agronomy, animal science, atmospheric science, biological science, biology, botany, chemical engineering, chemical science, chemistry, civil engineering, conservation biology, ecology, ecosystem management, environmental biology, environmental engineering, environmental health, environmental planning, environmental science, environmental studies, environmental toxicology, forest science, forestry, geography, geological engineering, geology, horticulture, hydrology, landscape architecture, mining, mining engineering, natural resources, natural resources conservation, natural resources management, natural resources planning, natural science, petroleum engineering, physics, urban forestry, wildlife biology, or zoology AND one year of professional experience in the mining and/or reclamation of land. 55-b/55-c Candidates must meet the open competitive minimum qualifications above and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program. Duties Description Under the direction and supervision of a Mined Land Reclamation Specialist 2, the incumbent will be responsible for the regulation of the mining industry in Region 8 to ensure conformance with the NYS Mined Land Reclamation Law (ECL Article 23 Title 27) and 6NYCRR Parts 420-425. Specific duties include: Perform complex technical and environmental review of new, modification, and renewal applications for mining permits for conformance with the Mined Land Reclamation Law and regulations; coordinate with the Division of Environmental Permits in processing permit applications; perform detailed site inspections to evaluate existing conditions, viability of proposed plans, potential impacts on the surrounding environment, and compliance with the Mined Land Reclamation Law, approved plans and permit conditions; calculate reclamation financial security amounts to ensure the performance of reclamation; assess reclamation work, including grading, revegetation, water control features, etc., at mine sites to ensure compliance with approved plans and to approve reclamation work or require remedial actions where appropriate; investigate mining complaints, including but not limited to mining at unpermitted sites, mining outside approved areas at permitted sites, blasting, dust, noise, etc.; prepare enforcement referrals to the Office of General Counsel, including schedules of compliance and conducting compliance inspections; participate in industry and government meetings related to the minerals industry; and participate in workshops and outreach programs with the mining industry, consultants and the public; and other duties as assigned. Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to work in adverse weather conditions. Travel may be required. Overnight travel may be required.
