Overview LMI is seeking a skilled Mid-Level Operations Research Analyst at the Department of Homeland Security (DHS), Federal Protective Service (FPS) headquarters in Washington, DC. This position will support a program development and improvement workstream on a project to modernize and remediate systems and organizational processes within the government agency. Responsibilities As the Mid-Level Operations Research Analyst, you will be responsible for helping executive and other senior leaders, teams and organizations respond to internal and external drivers, and identify new and better ways of working to accelerate strategic outcomes and enrich the experience of the workforce. Responsibilities may include the following activities: Working independently or in a team to gather and analyze data sets to support decision-making. Working with a team to conduct needs assessment with the stakeholders. Supporting the evaluation of the agency's different offices, assessing the critical capabilities needed to execute the offices' missions. Conducting gap analysis to show gaps between existing capabilities and critically needed capabilities within the different organizational elements. Writing reports and presentations that help clients and stakeholders understand their recommendations or findings. Researching industry practices and recommending potential business development ideas. Engaging individual and teams to understand their issues and objectives. Reviewing operational requirements with stakeholders and supporting the development of a plan to close the gaps. Supporting facilitated sessions and interviews to increase communications and consensus building. Gathering and analyzing input from stakeholders through questionnaires and surveys. Supporting the development of communications and stakeholder engagement campaigns. Planning for and facilitating working group meetings or other similar events in support of the client's priorities. Qualifications Minimum: Bachelor's degree, preferably in a discipline related to business, operations research, or organizational assessment. 6 years of professional experience in leading operational analysis and business improvement activities. Excellent research skills. Experience analyzing quantitative and qualitative data and presenting to executive leaders. Experience evaluating programs/processes and identifying and recommending alternative solutions to an agencies' needs. Strong, demonstrated problem solving experience and communication skills. Ability to manage multiple groups and tasks and work independently or in a group. Proficiency in the Microsoft Office suite of tools, including Word, PowerPoint, Excel, Project, and Visio. Ability to obtain DHS public trust security clearance. Desired: Experience working within an operational law enforcement or military headquarters element, particularly in areas related to facilities or logistics. Experience working within a federal agency's headquarters organization. Proficiency with data visualization methodologies and software (e.g., PowerBI or Tableau). Lean Six Sigma and/or Change Management certifications. Existing DHS public trust or security clearance.
