Northrop Grumman Mission Systems (NGMS) is looking for a Manufacturing Operations Manager 3 to oversee Space Assembly and Test Operations within the Space and Autoline Technologies (SALT) Cell. This position is in Elkridge, MD. (Troy Hill) The Manufacturing Operations Manager 3 will have organizational responsibility for up to 100 employees including Manufacturing Management and Union represented employees in the post-Autoline processes for Space programs. SALT manufacturing processes that the Manufacturing Operations Manager will be responsible for are manual assembly, bonding, coating, underfill and test operations. The primary mission is to meet or exceed customer requirements by providing quality products on time and within program cost targets, while promoting a lean manufacturing environment. Responsibilities include, but are not limited to: Providing leadership direction in areas such as: Technical Guidance, Process Development, Continuous Improvement, Capacity Planning, Capital & Facility Planning, Cost/ Benefit Analysis, Manpower Planning, Staffing, PAS Execution and ISO9001, AS9100 and all auditable processes
Managing annual budgetary responsibilities of $1M - $4M
Providing direction to employees utilizing management guidelines and general policies
Driving employee efficiency
Meeting product cost and schedule targets
Managing the area to produce quality products
Engaging employees to achieve their highest potential Basic Qualifications: Bachelor's Degree with a minimum of 9+ years of relevant professional experience. Master's Degree with a minimum of 7+ years of relevant professional experience
5+ years of relevant experience in engineering or manufacturing
2+ years of experience managing or leading people or projects
Demonstrated ability to effectively communicate with all levels of Manufacturing, Program, Engineering, Functional Support Management, and Professionals
Experience with resource planning and budgeting
Candidate must currently have, and be able to maintain an active U.S. Government DOD Secret Clearance Preferred Qualifications: Experience working in a union represented environment.
6+ years of demonstrated successful people management experience - including experience managing organizations of 20 or more individuals
Experience with J-STD, ISO9001/AS9100, Testing of power supplies and RF products
LEAN manufacturing and process improvement experience
U.S. Top Secret SCI security clearance
Hands-on experience developing and managing budgets with responsibility for cost performance
Experience with the following metrics: Performance Index, Test Yields and Rework Hours
Technical STEM degree

Salary Range: $142,600 - $213,800 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
