This position will support the Operations Project Management (OPM) team of the Propulsion Systems & Controls (PS&C) Operating Unit at our Elkton, Maryland location. The Northrop Grumman PS&C facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY and Palm Beach Gardens, FL. Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. The OPM Manager position is both a functional management position with direct OPM reports and a Project Leadership position. The Manufacturing Operations Project Managers are the interface between the Integrated Product Team (IPT) and Manufacturing/Testing. This position is responsible for execution, readiness, schedule management, and cost accountability of Manufacturing and Testing activities for this Operating Unit. This management position will have a focus on establishing the OPM team, defining roles & responsibilities, and effective manufacturing execution at the Propulsion Systems & Controls OU. Additionally, it is anticipated that this position will have direct OPM responsibilities for some programs at the site. The chosen candidate must have demonstrated ability in working with cross organizational teams and customers; the ability to set and clearly articulate goals/priorities and successfully communicate them to key staff; strong leadership skills; and a track record of building high-performance teams, with a particular focus on employee development, engagement, inclusion, and retention. Responsibilities Include: Manage the production execution for Operating Unit programs
Manage Manufacturing cost and schedule performance
Serve as Manufacturing lead for proposals in the Operating Unit
Create and lead teams to resolve the issues adversely impacting the manufacturing execution of the programs
Understand and report on Manufacturing Operations status at the required level of detail to the Program Manager, Site Management, and customers
Ensure Manufacturing has the needed resources (resources Manufacturing needs as well as allocation of resources from Manufacturing) to execute the programs
Serve as Functional Manager and direct the work of reporting Operations Project Managers
Perform workforce planning and execute hiring to support the Operating Unit
Mentor, develop, and assess direct reports
Provide strategic leadership to ensure all Program and Manufacturing objectives are achieved
Provide Manufacturing expertise to support the strategic vision of Propulsion Systems & Controls Basic Qualifications: Bachelor's degree and 9 years of relevant experience (7 years with a Master's degree)
Experience leading people and/or projects
Experience working in Manufacturing, Engineering, Test, Production, Manufacturing or Industrial Engineering, Project Engineering, IPT, Operations Project Management (OPM), or similar roles
Experience with Cost Point or other Enterprise Resource Planning (ERP) system and MS Office applications including Excel, Word, Project, and Power Point
Must be a U.S. Citizen with the ability to obtain and maintain a U.S. Secret Level Security Clearance Preferred Qualifications: Bachelor's Degree in a STEM field and/or Master's degree
Demonstrated expertise in the following systems and concepts: - MRP and IMS Scheduling, production planning and material management tools - Earned Value Management - Continuous Improvement, Lean Manufacturing and Manufacturing
Experience leading Manufacturing proposal efforts that include labor quoting, schedule and capacity analysis, investment planning, and descriptive writing contributions
Excellent presentation and communication skills
Program execution experience
Active U.S. Secret level security clearance or higherSalary Range: $142,600 - $213,800 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
