SUMMARY

Reporting to the CFO, the Manager of Finance is a critical leader of the fiscal department and provides oversight of the 340(b) drug discount program. The controller serves as a partner to leadership within the organization. They are responsible for maintaining the general ledger and all subsidiary ledgers, as well as interfaces between the general ledger and other operating systems. They will oversee finance staff performing daily duties and reporting. They will also participate in audit and cost report activities, budget activities, statistical record keeping, and financial reporting.

•  Performs other duties as assigned. AREA OF RESPONSIBILITY

DUTIES & RESPONSIBILITIES

Accounting Oversight
•  Fully responsible for the content and accuracy of the general ledger and all supporting ledgers preparing and overseeing entry of proper journal entries as necessary.
•  Oversees processes to ensure accounts are reconciled timely and accurately, and performs reconciliations on higher difficulty and risky accounting areas.
•  Applies advanced accounting techniques in order to evaluate existing procedures for recording financial transactions and recommends methods for reducing time and cost of accounting operations.
•  Oversees the completeness and accuracy of financial records, including proper timing and coding of revenues, expenses, assets, and liabilities, adherence to accepted accounting principles and proper accounting for accruals, prepaid expenses and deferrals.
•  Maintains fixed asset schedules and Workday Business Assets and Projects modules.
•  Completes timely and accurately the monthly closing process and prepares financial statements and reports by collecting, analyzing and summarizing account information.
•  Acts as the internal auditor for the District, reviewing activities for compliance and accuracy. Budgeting
•  Responsible for creating and overseeing an organizational budget.
•  Works with and supports leaders in developing their own departmental budgets.
•  Oversees compliance with the budget by department throughout the year. Reporting
•  Coordinates audit activities of financial auditors and other regulatory agency audits. Prepares schedules as requested by audit staff and coordinates the securing of information requests and financial records.
•  Organizes and leads the accounting department in cost report preparation.
•  Prepares and files timely periodic reports with agencies such as the Washington State Hospital Association, the Washington State Department of Health, the Washington State Department of Revenue, and the Centers for Medicare and Medicaid. Accounts Receivable
•  Oversees accounts receivable connected with rent vendors, legacy patient accounts, and other miscellaneous revenue sources. 340(b) Program
•  Accountable agent for 340(b) compliance
•  Serves as the day-to-day manager of the 340(b) program.
•  Responsible for the maintenance and testing of tracking software.
•  Drafts and monitors program policies and procedures.
•  Ensures compliance with 340(b) program requirements for qualified patients, drugs, providers, vendors, payers and locations.
•  Reviews and refines 340(b) cost savings report, detailing purchasing, and replacement practices as well as dispensing patterns.
•  Oversees and designs an internal audit plan of the compliance of the 340(b) program.
•  Designs the annual plan to cover all changes in the 340(b) program from the preceding year. QUALIFICATIONS

Required
•  Bachelor's degree in Accounting or equivalent program from an accredited college or university.
•  5 years' experience as a senior accountant, controller or equivalent position.
•  Must be highly skilled in Excel.
•  Able to read, comprehend and write instructions, professional correspondence, reports, policies and procedures.
•  Prior experience and knowledge of 340(b) program
•  5 years healthcare accounting experience Preferred
•  Certified Public Accountant License
•  5 years leadership experience WORK ENVIRONMENT AND PHYSICAL DEMANDS

This position is primarily worked in an office environment. This may include irregular working hours including weekends and on-call responsibilities. Travel to off-site locations for meetings, education and training may be required. Primarily stationary with occasional standing, walking, lifting, reaching carrying, kneeling, bending, stooping, pushing and pulling of objects weighing up to 20lbs. The position requires continuous finger dexterity and fine manipulation.

Pay Range:
