Northrop Grumman Space Systems - Propulsion Systems Division, Promontory (Corrine), Utah is recruiting for an Industrial Security Manager to provide oversight, leadership and hands on (working) support to the Propulsion Systems (multiple locations) Industrial Security team, and direct security support to program managers and the touch labor force. The industrial security team includes Personnel Security, Program Security (collateral, Special Access (SAP/SAR) and Sensitive Compartmented Information (SCI) areas); Physical Security, and Computer/Cyber Security (directly related to classified systems). The primary duty location will be the Promontory site, but responsibilities include Promontory (Corinne) and Bacchus (Magna) locations and travel to these locations will be required (up 100 miles). This position will report to the Sr. Manager of Plant Protective Services. Responsibilities include, but are not limited to: Provide oversight and leadership for the Industrial Security Program at the Promontory (Corrine Utah) and Bacchus (Magna Utah) locations. Coordinate and ensure mutual support and synergy from Computer Security, Physical Security, Program Security and Personnel Security officers to collectively meet classified program compliance requirements in accordance with the NISPOM, ICDs and individual customer policies. Direct coordination with Program Managers and other functional areas as needed to ensure success of classified programs. Assist the Sr Manager, Plant Protective Services with management functions as needed. Assist with on-site inspections/assessments required by government regulations. Conduct investigations and file official reports. Review of technical papers and Contract Security Classification Specification (DD254). Review and evaluate security component of technical evaluations and requests for proposal; prepare security portion of proposals. Other security related duties as assigned. Primary responsibility for identifying priorities, managing the workload and directly supporting/assisting the industrial security team which includes: PROGRAM SECURITY: Facility Security Officer (FSO), Assistant FSO(s) (AFSO), Security Coordinator(s): Maintain facility clearance. Personally manage all classified programs. Develop and present various security training to include developing the annual security training for cleared employees; provide initial and recurring security briefings and closed area user training. Maintain security database applications (DISS, NISS, SIMS, Company Applications). Foreign Visitors / Foreign Travel Program. Classified visits/meetings. Manage customer reporting program (reportable/adverse info). DD254 Review / Issue to subcontractors. Control and safeguard classified materials; Review Security Classification Guides and ensure compliance with protection requirements. Administer OPSEC, Derivative Classification and Classified Marking Programs. Contractor Program Security Officer (CPSO), Assistant CPSO for Special Access Programs (SAP): Initiate special investigations; submit Personnel Action Requests (PARs); crossover actions; process/review personnel clearance applications; obtain/submit fingerprints. Submit requests/coordinate approval for SAP Facilities, processes and classified systems. Provide special program briefings. General duties similar to FSO. COMSEC Manager (Alternate COMSEC Manager): Manage COMSEC Account. Track and Maintain Controlled Cryptographic Equipment (CCI). Acquire, Maintain, Upload, Dispose crypto key material. PERSONNEL SECURITY (PERSEC): Security Clearance Processing for collateral programs (DCSA) Security Education Process classified visit requests Foreign travel program COMPUTER/CYBER SECURITY: Coordinate with Information System Security Manager / Information Systems Security Officers (ISSO) to ensure daily management and oversight of classified systems to include submitting/receiving system accreditation required security audits, antivirus updates, security patches/updates, user accounts, and other related computer functions to maintain "approved state of the system" for government compliance. PHYSICAL SECURITY: General Plant Security / Oversight of contract security team. Construction and maintenance of restricted/closed areas for classified programs. UL alarm testing. Badging and Access Controls. Security Cameras. BATF & Arms, Ammunition & Explosive (AA&E Programs). DHS - Chemical Facilities & Antiterrorism Standards (CFATS) program. Basic Qualifications: Active Top Secret clearance required with an investigation within the last six years. Bachelors degree with six years of Industrial Security or relevant security experience. In lieu of a degree, an additional four of relevant experience may be considered. Direct experience in Program (FSO/CPSO) and Personnel Security. Knowledge and thorough understanding of the NISPOM, JFAAN, ICD-705. Managing and directing security operations, serving as first line supervisor and providing hands-on assistance to individuals who are responsible for the protection of sensitive materials and information, and compliance with laws and regulations. Managing implementation of the National Industrial Security Program (NISP) and Arms, Ammunition and Explosives (AA&E) Programs, and ensuring effective insider threat and counterintelligence support to industry and Government customers. Preferred Qualifications: Bachelor's degree (preferably in Business Administration, Information Systems, Criminal Justice, or a related field). Strong computer skills including proficiency with Microsoft Office Suite. COMSEC experience. Database Management Skills. Customer service oriented - must be able to work effectively with employees, management and customer representatives. Effective written communication skills, report writing, and presentation skills. Possess excellent interpersonal skills to include working with senior leaders/managers, customers, employees, and security personnel. Excellent organizational skills. Ability to multi-task, prioritize and meet deadlines. Ability to work independently or as part of a team. Salary Range: $90,300 - $135,500 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
