Duties Designs, plans, and directs team study work on a wide-range of comprehensive studies of Headquarters, United States Central Command (USCENTCOM) and its subordinate activities. The studies are to improve efficiency by identifying, proposing, and devising new organizational structures, realignment of functions, and/or staffing levels. Serves as the senior expert analyst and advisor to agency management on manpower program analysis, annual/multi-year and long-range manpower program planning, and issues for key agency programs. Provides subject expertise to the Branch Chief, Director of Manpower and Personnel, command directorates, and all USCENTCOM subordinate geographically separated organizations. Conducts competitive sourcing studies i.e., Commercial Activities, cost comparison, direct conversion, etc., management surveys, and/or research projects of a limited scope and provides advisory services on procedural and relationship issues that deal with readily observable program conditions. Conducts interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. Responsible for the development, submission, and monitoring of resource management decision as the Manpower and Personnel Directorate (CCJ1) Resource Manager. Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of directorate mission and operational plans. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying:1) A wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems; and to evaluate JCS and Services responses to plans and studies:2) Mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of planning, acquisition, and management processes to provide PPBS guidelines and advisory services to include their design and execution. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management engineering principles, concepts and methodologies and financial management directives, concepts, procedures, guidance, and policy. Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS), and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations at subordinate installations. Skill in designing and conducting comprehensive management studies, and preparing solutions to especially broad, important, and severe management problems. Ability to organize and lead special study teams and task forces with members from different organizations and commands. Skill in planning, organizing, and directing team study work and affectively conducting critical negotiations with management. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies. This is a key position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve").
