Duties As the Civil Engineer Subject Matter Expert (SME) plans, organizes, and oversees the activities of the Civil Engineer area of NSSAVs and NSRVs. Coordinates with AFGSC staff, units, and other MAJCOMs and units as required to gain augmentee Civil Engineer experts for NSSAVs and NSRVs. Performs Nuclear Surety Staff Assistance Visits (NSSAV), Nuclear Surety Requirements Validations (NSRV), and other compliance/readiness unit visits on all AFGSC Civil Engineer programs/functions in accordance with Air Force Instructions, Air Force Manuals, and all other governing instructions and regulatory guidance. Serves as the SME for Civil Engineer NSSAV and NSRV activities. Exercises supervisory personnel management responsibilities. As Support Branch Chief directs, coordinates, and oversees work through subordinates in section. Develops and provides program specific NSSAV and NSRV criteria on a wide range of Civil Engineer area activities. Develops a variety of formal NSSAV and NSRV materials, such as guides, handouts, operating instructions, supplements, publications, exhibits, and visual aids to reinforce NSSAV and NSRV objectives and ensure compliance with directives. Represents HQ AFGSC at conference, workshop, working group and meeting activities related to the lightning protection, electrical systems, cranes/hoists, explosive ordnance, facilities, fire, emergency services, and other Civil Engineer-related areas regarding NSSAV and NSRV programs and issues. Activities include Joint Chiefs of Staff (JCS) Nuclear Surety Inspection (NSI) Process Reviews; DoD Nuclear Summits; MAJCOM, HAF and DoD Civil Engineer Groups and Councils; Semiannual Command Nuclear Summits; Nuclear Surety Study Groups; Nuclear Surety Councils; Inspector General Semiannual Inspection Councils; Inspector General Quarterly Inspection Groups; and various departmental workgroups on publication/instruction revisions. May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours. The incumbent must have technical competency in at least two of the following areas: lightning protection, electrical systems, cranes/hoists, explosive ordnance, facilities, fire, emergency services, or other Civil Engineer related area procedures. Must be able to obtain and maintain a Top Secret Clearance. The incumbent is required to safeguard classified or sensitive information and/or files. The incumbent may supervise military and civilian personnel. Master's degree is highly desired. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness; including management, planning, and measurement concepts, principles, practices, and methodologies currently in use by the agency. Working knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Advanced skill in developing new or modified work methods, management processes, and/or program administration procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of theories and principles of lightning protection, electrical systems, cranes/hoists, explosive ordnance, facilities, fire, emergency services, and other Civil Engineer-related area planning, development and execution sufficient to coordinate and integrate functions into a total, well-structured and viable program, coupled with a comprehensive knowledge of lightning protection, electrical systems, cranes/hoists, explosive ordnance, facilities, fire, emergency services, and other Civil Engineer-related area procedures and design principles. 2. Knowledge of research methods and assessment techniques used in developing, testing, installing, operating, managing, and maintaining effective lightning protection, electrical systems, cranes/hoists, explosive ordnance, facilities, fire, emergency services, and other Civil Engineer-related area functional requirements. 3. Knowledge of fiscal, manpower, materiel, facilities, services, training program development techniques, and security support requirements necessary to support a program and develop and analyze data to determine lightning protection, electrical systems, cranes/hoists, explosive ordnance, facilities, fire, emergency services, and other Civil Engineer-related area objectives and goals. Knowledge of the functions of NSSAV and NSRV teams and relationships among command missions, programs, systems, procedures, activities plus the regulatory framework. 4. Extensive subject matter knowledge in all major functional areas of nuclear surety, and NSSAV and NSRV program and process activities, to include knowledge of safety, security regulations, practices, and procedures as they relate to security theory and the principles, methods, practices, and techniques of lightning protection, electrical systems, cranes/hoists, explosive ordnance, facilities, fire, emergency services, and other Civil Engineer-related area systems, with emphasis on schedule development including complex exercise products. 5. Ability to analyze problems, establish objectives, carry out projects and assess progress while working in a multifunctional environment involving interaction with executive and management levels of the Air Force and DoD where negotiation of complex issues and maintaining professional working relationships are critical. Ability to identify support requirements (including funding and other technical support requirements) and establish relationships between the participants involved in deploying the plan. 6. Ability to communicate factual and procedural information clearly, both orally and in writing, then plan, organize, coordinate and direct all or a portion of a lightning protection, electrical systems, cranes/hoists, explosive ordnance, facilities, fire, emergency services, and other Civil Engineer-related area support project, to include directing personnel on NSSAVs, NSRVs, and other compliance/readiness visits. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
