Duties This position is located with the HRO, in Phoenix, Arizona. The purpose is to manage all full-time manpower requirements; provide manpower advisory services for all state levels of command; perform position management for technician requirements; and assist in management of Army National Guard technician payroll appropriations and disbursements. May accomplish work through the use of an automated personnel system. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. Participation in the Direct Deposit/Electronic Funds Transfer Program. May be required to successfully complete a probationary period. Males born after 31 December 1959 must be registered for Selective Service. Incumbent must possess and maintain a current state driver's license. Incumbent must possess or be able to obtain a Secret Security clearance within one year of appointment. Irregular (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment. Qualifications SPECIALIZED EXPERIENCE: Must have at least 36 months experience which provided a detailed knowledge of the National Guard organizational structures, functions, procedures and techniques. Experience analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies. Experience presenting and discussing complex matters in a clear and convincing manner. Experience in communicating with people from various backgrounds and circumstances.
