Duties Ensures all aspects of logistics support to sensitive activities are synchronized with Sensitive Activities strategy, policy, guidance, and directives for plans, operations, and resourcing requirements. Represents the Special Operations Command Central (SOCCENT) J4 Logistics Directorate at higher levels within US. Special Operations Command (USSOCOM) and Special Operations Command Central (SOCCENT) headquarters. Ensures synchronization between U.S. Special Operations Command (USSOCOM) Logistics Support to Sensitive Activities Division (J4X) and multiple external entities and strategic partners. Ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Administrative and Management Positions, Logistics Management Series 0346 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of pertinent laws, regulations, policies, and precedents which impact program and related support resources. Knowledge of theories and principles of logistics management and sensitive activities planning and execution. Knowledge of Special Operations Command Central (SOCCENT) J4 structure and the interface with requirements personnel, engineering, item management, budget, data automation, and contracting personnel. Knowledge of DoD, Joint Staff, HQ U.S. Special Operations Command (USSOCOM), Combatant Command (COCOM), Special Operations Forces (SOF) Service Component Headquarters, Joint Special Operations Command, and Theater Special Operations Commands to employ logistics management. Comprehensive knowledge of the policies, practices, regulations, and laws concerning acquisition and logistics management processes and initiatives sufficient to prepare, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use. Knowledge of DoD weapons systems management and sustainment program goals, sequences of key weapons systems management and sustainment events and milestones, and methods of evaluating weapons systems management and sustainment. Knowledge of major issues, program goals, work operations, and managerial channels of organizations involved in sensitive activities logistical planning. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD and Special Operations Command Central (SOCCENT) logistics management functions, programs, systems, principles, concepts, policies, practices, regulations and laws; Logistics Management Information Systems; and all aspects of life cycle Integrated Logistics Support (ILS) in order to manage the total life cycle of logistics support to sensitive activities and resolve logistics problems and issues. 2. Knowledge of the missions, roles, functions, organizational structures, operation, and doctrine of the DoD, Joint Staff, HQ U.S. Special Operations Command (USSOCOM), Military Departments, Combatant Commands, Theater Special Operations Commands (TSOCS), Joint Special Operations Command (JSOC), Special Operations Forces (SOF) Service Components, and organizations that govern, interface with, and / or influence the systems acquisition and life cycle logistics processes. 3. Knowledge of logistics management, property, logistics and general supply management policies/processes, property reutilization, inventory and disposal programs, policies, and principles to ensure adequate accountability of equipment; as well as knowledge of business, industrial management, contracting procedures, technical concepts, and production practices. 4. Knowledge of Planning, Programming & Budgeting Execution System (PPBES) and Program Objective Memorandum (POM) process to plan, present, and execute budgets; analyze budget impacts on programs; forecast long- term funding requirements; review, evaluate, and present data; and support analysis of logistics management programs and activities' specialized documentation requirements. 5. Skill and ability to analyze data, determine root cause of issues, develop alternative solutions, and make recommendations to resolve a wide variety of complex supply, acquisition, and logistical problems and issues. 6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
