Duties Manage the Installation Support Agreement Program. Initiates, analyzes, negotiates, coordinates, executes, and reviews all Support Agreements involving the 55th Wing and assigned units at Offutt AFB, either as a supplier or receiver. Ensures appropriate resources are allocated in Support Agreements. Determines and is responsible for the development of reimbursable guidelines required for 55th Wing resources expended in support of associate units and activities. Integrates and advises on Site Surveys and Site Activation Task Force (SATAF) efforts to include visits and plans. Manages the Offutt AFB Support Agreement the AF Installation Management Support Center SharePoint database requirements. Disclosure of Political Appointments Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Department of Defense, Air Force and other pertinent regulations, directives, policies, and precedents to manage intra- and interservice support agreements, perform day-to-day activities associated with WRM planning, and assist with deployment and other logistics programs. Knowledge of logistics management principles and practices in areas of readiness and contingency planning as well as skill in applying conventional methods to gather, analyze, and evaluate factual information, draw conclusions, negotiate disagreements, adjust plans and schedules, and recommend appropriate action. Knowledge of installation organizations, missions, functions, and funding principles, as well as relevant standardized administrative practices to establish new support agreements, review, modify or cancel existing agreements, as well as to negotiate disagreements and provide technical advice and assistance to functional personnel on the appropriate procedures and methods for requesting and/or providing support. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of 55th Wing and associate units to plan, schedule and execute Agreements, Site Surveys, Memorandum of Agreements, Memorandum of Understanding, Offutt plans and long-range planning. Knowledge of numerous procedures applicable to the proper execution of agreements and the effect of the Agreements upon expenditures of base resources to establish new ones and to effectively review those that currently exist. Knowledge of security procedures and the handling of sensitive information associated with applicable staff functions. Skill in applying analytical techniques and evaluation criteria to the measurement and improvement of functional effectiveness and efficiency. Ability to communicate effectively both orally and in writing with all levels of installation personnel, as well as representatives from higher headquarters and other agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
