Duties Plans and organizes logistics support activities of Head Quarters (HQ) Air Force Global Strike Command (AFGSC)/A5X's B-21 Logistics Support Branch, helping the team comply with legal and regulatory requirements to meet customer needs. Interprets and implements Major Commands (MAJCOM) logistics policies and procedures, develops, schedules/directs in conjunction with the aircraft System Program Office, aircraft input into programmed depot maintenance and contractor maintenance programs. As MAJCOM authority/representative serves the command in the development, planning, programming, acquisition, sustainment, and management of life cycle logistics support for aircraft systems, and support equipment. As the MAJCOM authority/representative serves the command in support of policy development, planning and programming. Represents HQ AFGSC/A5X while teaming with a variety of installation and functional area organizations. Must be able to obtain and maintain a TOP SECRET Security Clearance. This position is critical sensitive requiring employee to obtain and maintain TS/SCI clearance. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or other holidays. Overtime may be required. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP the incumbent is (a) to refrain from (cont'd) (cont'd) the use of illegal drugs and (b) if requested to submit to urinalyses testing. The selectee must sign a statement acknowledging the position occupied as a TDP. Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes broad knowledge of the theories and principles of logistics management through all project phases. Thorough knowledge of the mission, roles, functions, organizational structures, and operation of the Department of Defense (DoD), Air Force, and organizations that govern, interface with, and/or influence the logistics management program processes. Comprehensive knowledge of the policies, practices, regulations, and laws concerning acquisition and logistics management processes and initiatives sufficient to prepare long-range plans, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use. Expert knowledge of the application of a wide range of qualitative and quantitative assessment methods sufficient to improve logistics planning processes and enhance the quality and effectiveness of complex logistics programs. Knowledge of DoD weapons systems management and sustainment program goals, sequences of key weapons systems management and sustainment events and milestones, and methods of evaluating weapons systems management and sustainment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of a wide range of advanced principles, concepts, procedures, standards, and techniques of Integrated Logistics Support (ILS) sufficient to plan and execute a complex and difficult product support program on behalf of a Major Command Headquarters; and to apply new developments to issues for which previous techniques are frequently inadequate. Prior experience with B-21 bomber aircraft maintenance and logistics support planning is highly desirable. In-depth knowledge of Air Force and Department of Defense (DOD) operations concepts, logistics readiness policies and procedures, financial management methods and procedures applicable to logistics support planning activities. Thorough knowledge and skill in applying analytical and evaluative methodologies and techniques in order to assess command combat aircraft maintenance requirements that support accomplishing command strategic goals and objectives. Skill and ability to establish goals and assess progress towards their achievement, develop concrete action plans to solve problems, adjust work objectives to meet changing programs, and negotiate effectively with management to implement recommendations. Skill to communicate both orally and in writing, clearly, concisely, and with technical accuracy and persuasively interact with other senior management and administrative personnel to negotiate major issues of importance. Knowledge of the policies, practices, regulations, and laws concerning the acquisition and logistics management processes and initiatives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
