Duties Manages the Contingency Operation/Mobility Planning and Execution System (COMPES) at group level to assist the Group Commander in selecting, deploying, and monitoring contingency forces. Maintains Logistics Detail (LOGDET) data, assists in designing logistics packages to meet OPlan tasking, and coordinates with tasked units to ensure compliance and accuracy of systems. Responsible for COMPES and the Computer Aided Load Manifesting (CALM) programs. Provides continual guidance to subordinate units on COMPES, Logistics Module base level (LOGMOD-B) and Manpower/Personnel Module base level (MANPER-B) matters. Develops, prepares, coordinates, and consolidates logistical annexes for operational plans for training exercises, continental US (CONUS) and outside continental US (OCONUS) deployments and wartime taskings. Drafts logistics annexes based on input from services, operations, and logistics activities from NGB, MAJCOM, headquarters staff, and assigned units. Develops and conducts logistics-oriented studies regarding group and subordinate unit's Unit Type Codes (UTCs) as they relate to unit missions, manpower allocations, equipment, and funds disbursement. Coordinates this information with active duty and ANG Combat Communications pilot units and maintains communication with other Combat Communications Groups. Coordinates with host flying base(s) for required mobility support and also with Military Airlift Command (MAC) for the transportation of equipment and personnel. Determines the type and number of aircraft (C-5, C-141, C-130) required for mission deployment. Assists in the determination of type and number or quantity of troops, equipment, and material needed for the mission. Plans for and oversees the movement of personnel and equipment during simulated and actual deployments and exercises. Plans, develops, and directs all mobility training for the group headquarters and conducts mobility training as required. Assists subordinate units by providing guidance and performing staff assistance visits to identify, correct, and assist with mobility-oriented problems. Deals with commanders to ensure that meaningful mobility training is conducted. During actual and training deployments, provides staff input and participation in the Mobility Control Center (MCC). Represents the group Commander in this capacity. Monitors status of WRM posture for the group and provides guidance and assistance to subordinate units. Develops and maintains statistical information on WRM and mobility equipment and resolves limited factors (LIMFACS) and shortfalls or develops alternate methods. Provides input to Host-Tenant Support Agreements (HTSA) for the group. Monitors and evaluates HTSAs for subordinate units. Acts as an action intermediary between subordinate units and host agencies to assist with accomplishing required agreements to support Combat Communications units. Assists with the development of OCONUS exercise Memorandums of Understanding. Reviews plans which task the group and/or subordinate units for mobility missions and assists the units in the application of plans. Monitors all new gaining command and ANG mobility manuals and regulations to ensure that changes are incorporated into the Group Mobility Plan and monitors the dissemination and time-phased implementation of changes. Represents the Commander, Director of Logistics, and assigned units at conferences, workshops, meetings, and briefings at Major Command (NGB, TAC, NATO) and pilot unit (squadrons) levels that impact on mobility and plans relating to both ANG and active duty Combat Communications policies and requirements. Develops aircraft load plans and determines sealift requirements. Coordinates with MAC and MTMC for such movements. Attends planning conferences and participates in site surveys to ascertain, identify, and plan airlift and logistics support requirements needed to support and sustain the group and subordinate units. Attends staff meetings and conferences conducted by the Group Commander and his staff in all logistics support areas. Provides technical logistics plans support as required. Resolves logistical problems as they occur. Performs pilot/non pilot unit responsibilities in accordance with applicable directives. As a pilot unit, coordinates with higher headquarters and concerned units to determine commonality of mobility equipment and personnel for UTC managed. Plans, organizes, and directs redeployment activities when the group or elements thereof redeploy within a forward area or return to home station. Determines and requests all airlift. Validates load plans, priority of shipment, and customs clearance requirements. Functions as the Senior Logistics Planner in the absence of the group Logistics Plans Officer and when 24-hour operations are required. Performs other duties as assigned. Experience planning and organizing work assignments. Experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan.
