Job Title: Logistics Analyst - Sr (Shore ILS Certifications)
Location: San Diego, CA 92123 Summary: Individual assists NAVWAR 4.3.1 (Integration Logistics Support (ILS) Certification Manager) by providing ILS Certification support services to include the validation and verification of the maturity, completeness, accuracy, and availability of NAVWAR C4ISR system's logistic products prior to the system's installation at shore sites. These services include the identification and tracking of ILS products that are not ready for delivery in accordance with NAVWAR ILS certification policy and procedures. Essential Duties and Responsibilities:
-Participates in various levels of meetings, working groups (WG), technical interchanges meetings (TIM), telcons, etc., across the NAVWAR Enterprise (NAVWAR, PEOs, NIWCs, PMWs, FRD, FIOs, etc.) associated NAVWAR C4I system installations at DoD shore sites.
-Reviews and analyzes various types and levels of policy and standards documentation related to installation of NAVWAR C4I systems at shore sites, e.g., SIPH, TRD, IDP, BESEPs, etc. -Generates and/or updates NAVWAR policy documentation and/or instructions related to ILS certification processes and procedures. -Supports the independent review of ILS Certifications for shore sites to validate and verify all C4I system's logistic products are mature and ready for delivery at designated shore sites in accordance with NAVWAR shore installation and ILS certification policies.
-Reviews various databases to validate and verify the status of logistics products, e.g., SPIDER, HARPS, MBPS, PMSMIS, SAILOR, CANTRAC, etc. -Collaborates with and provides Shore ILS Certification Forms and certification recommendations to include caveats to NAVIFOR for approval. -Supports the review of and applies DoD/DoN regulations and polices, and military standards against C4I system design and installation packages developed for shore sites, e.g., Installation Requirements Drawings (IRD), Shore Installation Drawings (SID), Installation Design Plans (IDP), Basic Electronic Systems Engineering Plan (BESEP), Naval Training Support Plan (NTSP), etc.
-Independently monitors the status and approval of Shore Installation Drawings (SID), Engineering Change Orders (ECO), Field Change Bulletins (FCB), and Software Delivery Documents (SWD) in support of ILS Certifications for shore site installations.
-Collaborates with respective Shore Program Managers (SPM) regarding ILS product maturity and availability to support ILS Certification approvals by I-4, i.e., 4 months before the schedule installation period. -Coordinates with respective Program Office (PMW) for changes to planned C4I system installations, including late additions and cancellations, and/or changes in the installation start or end dates.
-Creates new ILS Certification records in NAVWAR's installation tracking system (SPIDER) and its follow-on system in MS TEAMS.
-Develops and maintains tracking databases which identify the command/shore site, C4I systems to be installed, installation start/end dates, ILS certifications, certification caveats, etc. for each shore site. -Develops and submits bi-weekly ILS Certification status reports to the ILS Certification Manager.
-Generates programmatic material, e.g., meeting announcements, agendas, minutes, action items, schedules, presentations, memorandums, etc. using Microsoft (MS) Word, PowerPoint, Excel, Outlook e-mail, and TEAMS. Required Qualifications:
-Bachelor's Degree (2 years of logistics experience may be substituted for each year of college)
7-10 years of Navy experience.
-Experience with the Navy's logistics associated with installation support requirements, e.g., maintenance processes and products, training requirements, spare parts, special test equipment, configuration management, etc.
-Experience conducting independent research and analysis of data and generating coherent recommendations; ideally associated with logistics services and/or products.
-Basic understanding of NAVWAR C4ISR systems.
-Individual needs to be a self-starter, able to work effectively on an individual basis and/or as part of a team; requires limited to no supervision.
-Excellent verbal communication and writing skills in English, experience in Navy terminology, and ability to generate coherent Outlook e-mail. -Sound working knowledge of Microsoft Office applications, e.g., Word, Excel, PowerPoint, TEAMS, with experience building basic Excel spreadsheets and Bar/Pie Charts and generating detailed PowerPoint presentations.
-Must be able to successfully pass the required drug test.
-SECRET Security Clearance (required). Desired Qualifications:
-College Degree (technical field)
-10 years of Navy ILS experience.
-5 years of NAVWAR C4I system installations at shore sites
-Experience working at NAVWAR and NIWC PAC or NIWC LANT
