Overview: The Fleet Weather Center, San Diego, CA (FWC-SD), requires the services of a Linux IT support services contract to in order to fill an IT System Administrator (SYSADMIN) position with Cybersecurity Work Force (CSWF) certification. Objective: Obtain a Linux Systems Administrator to support the N6 IT Fleet Weather Center San Diego (FWCSD) department as it relates to system administration requirements and compliance. FWC-SD provides an asymmetric warfighting advantage to Fleet Forces through application of METOC forecasts, warnings, and recommendations for Fleet Commanders afloat and facilities ashore in support of asset protection responsibilities and risk management decisions. The recent loss of personnel at FWC San Diego are an untenable reduction in the number of qualified and certified members of the Cyber Security Workforce (CSWF). Therefore, the Command requires a Linux System Administrator support with the CSWF certification. These services are required to ensure the ability to be responsive, timely, and flexible without sacrificing the quality of meteorological and oceanographic (METOC) products and services Task Order Scope
Perform routine hardware and software system administration, information assurance, and desktop/server support functions in support of Fleet Weather Center San Diego CA personnel and systems on unclassified and classified (up to SECRET) networks.
• Support Linux, Web, and database operating systems.
• Develop, test, document, implement, and maintain PHP scripts and automated web delivery of meteorological sensor data and forecast products.
• Implement directed information assurance testing and updates, and complete information assurance compliance reporting activities Responsibilities:
• Maintain operational readiness of installed IT systems including hardware and software integration
• Maintain the operational readiness and compliant cyber security posture of IT assets assigned to the contractor to perform system administration.
• Ensure implementation of information assurance best practices and reporting procedures.
• Provide Cybersecurity remediation support, on an as needed basis.
• Provide technical and engineering support for IT change management and upgrades at Fleet Weather Centers San Diego and JTWC Pearl Harbor.
• Maintain hard copy and soft copy turnover notebook to include site IT configuration data and key external interfaces, during completion and turnover. SPECIFIC TASKS/RESPONSIBILITIES
Responsibilities encompass providing: a. Install, patch, and maintain Red Hat Enterprise Linux systems b. Ensure system security operations and maintenance activities are properly documented c. Review, analyze, and interpret system logs and audit files d. Analyze potential impact to system operations when implementing system security measures in accordance with established procedures to ensure confidentiality, integrity, availability, authentication, and non repudiation e. Develop and maintain web applications and scripts for data manipulation and distribution f. Public key Encryption g. Assisting with security control implementation and testing efforts h. Assisting in the mitigation and closure of open vulnerabilities i. Assisting with cybersecurity testing to assess security controls and recording security control compliance j. Advise and assist in accomplishing best practices in accordance with DoD and DoN policies, directives, and instructions. k. Support the Information Systems Security Manager (ISSM) and Information Systems Security Engineer (ISSE) in fielding questions, conduct the necessary research to provide answers and recommend methods to facilitate and broaden cybersecurity awareness, including collaboration techniques to educate others on cybersecurity compliance issues and potential solutions to secure and compliant interoperability. l. Assist with the analysis of newly-promulgated guidance to determine the impact on operational requirements, prepare/recommend resulting revisions to existing FLEWEACEN San Diego Cybersecurity procedures/policy/guidance. Assisting in the mitigation and closure of open vulnerabilities under the system's change control process m. Identify, interpret, and apply DoD and DoN policy to support FLEWEACEN San Diego in the maintenance of Cybersecurity Standard Operating Procedures (SOPs). Place of Performance: Fleet Weather Center San Diego, NASNI, San Diego, CA 92135 NOTE: All tasking is expected to be performed on site at Fleet Weather Center San Diego.
