GENERAL OVERVIEW OF KEY ROLES AND RESPONSIBILITIES:

The primary responsibility of the Clinical Director of Behavioral Health position includes but is not limited to obtaining and tracking client written orders. Resolution of any problems with the client authorization of services and serving as the primary point of contact for any issues with the same. In addition, the Clinical Director is responsible for all managerial aspects of the IBHS and Outpatient programs including managerial supervision of IBHS and Outpatient staff, hiring, training, supervision, and oversight of staffing client cases for Behavioral Consultants (BC), Mobile Therapists (MT), and Behavioral Health Technicians (BHT). Monitoring quality improvement with regard to service provision and clinical documentation for both programs. Ensures the provision of services as recommended and manages the resolution of any issues that impede these services.

Essential and Core Functions:
  • The overall daily management of the agency.
  • Ensuring that staff schedules meet the needs of the children youth and young adults served and accommodate their parents, legal guardians, or caregivers' schedules.
  • Ensuring compliance with staff qualifications and training requirements.
  • Monitoring the IBHS agency's compliance.
  • Developing and monitoring the quality improvement plan for the IBHS agency.
  • Supervising staff who provide IBHS.
  • Support the Medical Director.

Organizational Accountability and Relationship:
  • To be supervised by the CEO.
  • Complete Comprehensive Bio-psychosocial Evaluations.
  • Conduct individual and group supervision.
  • Engage in training support, as needed.
  • Conduct and/or participate in monthly peer supervision.
  • Provide clinical support to clients and assist the treatment team in securing services.
  • Review and adhere to new policies and procedures in accordance with new policies and procedures.
  • Review new policies and procedures.
  • Completion of addendums, as needed.

Competencies and Personal Characteristics:
  • Strong administrative skills.
  • Demonstrated supervisory abilities.
  • Knowledge and experience with CBH, State licensing, and staff credentialing regulations.
  • Good interpersonal skills.

Education and Experience:
  • A clinical director of an IBHS agency shall have a minimum of 1 year of full-time postgraduate experience in the provision of mental health direct services to children, youth, or young adults.
  • Must be licensed or getting licensed within 1 year of employment.
  • Be licensed in this Commonwealth as a physician practicing psychiatry, psychologist, professional counselor, marriage and family therapist, certified registered nurse practitioner with a mental health certification or clinical social worker.
  • Be licensed in this Commonwealth as a behavior specialist and have a graduate degree that required a clinical or mental health direct service practicum from a college or university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services.
  • Be licensed in this Commonwealth as a social worker and have a graduate degree that required a clinical or mental health direct service practicum from a college or university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services.
  • Be licensed in this Commonwealth as a professional with a scope of practice that includes overseeing the provision of IBHS and have a graduate degree that required a clinical or mental health direct service practicum from a college or university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services.
  • Valid child abuse, criminal history, CPR/ First Aid, and FBI clearances.
