The Leave Consultant is responsible for assisting management in the administration and design of Legacy's Leave and Disability programs. Strong orientation toward communicating with kindness, understanding, and empathy in all matters related to this work is essential.


Th is is a remote position - incumbents, who reside in Oregon or Washington only may work at home, on the road or in a satellite location for all or part of their workweek. There may be occasional situations that require work to be performed on-site at an assigned Legacy Health location.


All new hires are required to come to a designated Legacy Health office location in Portland, Oregon prior to their start date for a new hire health assessment and to complete new hire paperwork. This position may require initial training and orientation to be site-based, before transitioning to the remote schedule.


As the largest nonprofit health system serving the Portland-Southwest Washington and mid-Willamette Valley areas, Legacy Health provides a range of services - we have six hospitals, one of which includes a center solely dedicated to children's care, Randall Children's Hospital at Legacy Emanuel. We run more than 70 primary care, specialty and urgent care clinics, employ nearly 3,000 doctors and providers and more than 13,000 employees. We also operate labs and a research center. Our major partnerships include those with PacificSource Health Plans and the Unity Center for Behavioral Health, a one-of-a-kind center for people facing a mental health crisis that is collaboratively operated between four regional health systems and numerous community partners.



Responsibilities

The Leave Consultant is responsible for assisting management in the administration and design of Legacy's Leave and Disability programs. Reviews, analyzes, and evaluates system-wide Leave and Disability plan documentation, administration, financial reporting, and legal compliance. Evaluates plans using established systems and market data. Determines changes, prepares documentation records of the analysis and prepares recommendations. Completes surveys and market comparisons. Manages and maintains vendor relationships for outsourced leave and disability programs. Participates in the design, development, implementation, and maintenance of system-wide Leave and Disability programs and policies. Regularly handles special assignments and projects and acts as a project team leader.



Qualifications

Education:

Bachelor's degree in human resources, business administration, or related field, or equivalent experience, required.


Experience:

A minimum of five (5) years of experience in disability processing, claims handling and plan document interpretation.


Skills:

  • Requires an excellent working knowledge of state and federal laws and regulations related to federal and state leave laws, ADA, COBRA, and other laws and regulations governing employment and discrimination in employment situations.
  • The ability to develop and maintain effective working relationships with employees at all levels in the organization and the professional community at large.
  • Must be able to communicate effectively, both in written and oral form and have the ability to present information to groups and individuals.
  • Must be adept at coordinating teams, maintaining confidentiality and problem resolution.
  • Requires demonstrated analytical skills and abilities, and the ability to work independently with little supervision.
  • Mathematical and statistical skills for data analysis.
  • Ability to understand and apply the intent of plan design and function, pension valuations, audits, and non-discrimination testing.
  • Ability to develop and present concepts logically for reports and recommendations.
  • Thorough knowledge of legal and regulatory compliance for benefit plans, COBRA, ERISA, and Section 125.
