Duties You will direct, lead, and monitor supply issues that include Inventory Management, Hazardous Materials Management, and equipment procurement as required by NSPO, NSWC, and NMCLANT. You will establish, monitor and process receipts, requisitions, issue documents, stock number change notifications, survey action documents, (etc.) for items requiring special handling. You will perform extensive research, analysis, and reconstruction of records to correct lost transactions. You will function as the Department Accountable Property Officer (APO) by establishing and maintaining the General Equipment (GE) program. You will ensure proper management and accountability throughout the life cycle of an asset (procurement, receipt and acceptance, sustainment and disposition). You will audit stowed items for nomenclature, stock number, type of pack, quantity, and condition; and certifies count, corrects material status; and documents missing items. You will adhere to the provisions provided in naval supply instructions and Naval Surface Warfare Center material management instructions. You will develop and initiate procurement of government and contractor services while ensuring procurements are accomplished according to applicable regulations and audit procurements to monitor compliance. You will receive, store, and issue Hazardous Material (HAZMAT) as the hazardous material coordinator (HMC) in accordance with NMCLANT Hazardous Materials Reutilization, Hazardous Waste Minimization and Disposal Guide. Employee may be required to use protective clothing or gear such as masks, safety shoes, goggles, hearing protection, and gloves. Work requires emergent overtime and occasional recall. Qualifications To qualify for the LEAD SUPPLY MANAGEMENT SPECIALIST, GS-2003-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing material inventories, material acquisition, and Hazardous materials used in processes performed by government and contractor personnel conducting Depot operations. Experience monitoring and leading work conducted by other Supply Management Specialists and Contractor Supply Personnel include providing technical guidance and assistance to customers, managers, and employees. Experience providing Depot supply transaction and material control involving unusually complex or difficult supply issues associated with Depot equipment. Experience reviewing and preparing technical reports regarding completed technical project work by the Depot and contractor, presenting results, conclusions, recommendations and delivering the technical presentations to the Command Management and Program sponsor. Experience performing receiving, storing, and issuing of assets in accordance with the NMCLANT and Naval Surface Warfare Center (NSWC) overall warehousing plan and procedures. Experience determining material requirements and initiating material buys using FLC Norfolk, MILSTRIP procurement process, and credit card buys. Extensive experience utilizing computers and highly proficient with Enterprise Resource Planning (ERP) and Defense Property Accountability System (DPAS) software used for inventory management and accountability.
