Duties Serves as a Shift Leader who is an assistant to the Guard Shift Supervisor. Makes daily assignments to ensure that guard coverage is provided to assigned patrol areas. Instructs employees in specific tasks and job techniques, and provides on-the-job training to new employees in accordance with established procedures. Ensures the adequacy of working conditions Reports to supervisor on performance, progress, and training needs of employees, disciplinary problems, and makes informal suggestions on employee personnel actions Performs access control utilizing electronic personnel access systems (ePACS), identification cards, badges, biometric automated records, verbal questioning, and other means to determine if access is authorized. Performs Visitor Control Center (VCC) duties. Serves as a member of the installation's overall security response capability during actual or simulated incidents. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a favorable secret level background investigation. Must successfully pass a pre-employment and recurring medical examination (physical, emotional and mental stability). Must complete and pass a pre-employment drug test and then annually through random testing thereafter. Must meet requirements under 18 USC 922(g)(9) (The Lautenberg Amendment); and sign the DD Form 2760 (Qualification to Possess Firearms or Ammunition). Subject to a one year probationary period unless requirement previously met as described in 5 CFR Part 315. Position requires rotating shift work which may include fluctuating tours of duty to include evenings, weekends and holidays. Position is designated as Mission Essential. In the event of a crisis situation or inclement weather, the incumbent must continue to perform the duties until relieved by proper authority. Will be required to wear personal protective equipment. Must successfully pass entry level and annual re-certification of physical fitness/ability test. Must obtain and maintain CPR certification and First Aid training. Must successfully complete the security guard training program. Must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons. Must maintain requirements of the Individual Reliability Program (IRP) in accordance with AR 190-56, The Army Civilian Police and Security Guard Program. Must possess and maintain a valid state driver's license. Position requires wearing of prescribed uniform. Must obtain certification for state law enforcement systems and National Crime Information Center (NCIC). Must be able to perform as a member of the installation's overall security response capability. The duties and training require the employee to carry and deploy a riot baton, carry a protective shield and employ non-lethal ammunitions if necessary. Must obtain certification in operating electronic equipment and sensors as part of access control. Specialized Experience: Specialized experience is defined as one year of experience at the GS- 06 level or equivalent in the Federal Service which includes; work dealing with federal, state, municipal, or private protective organizations performing access control, using physical access control equipment, safeguarding personnel, information and critical assets, recording visitor information, and determining whether appropriate authorization for access exists. Conducting searches and inspections. Operate and perform research queries on the National Crime Information Center (NCIC) workstation terminal(s) in accordance with (IAW) federal and state laws. Respond to emergencies. You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
