Keeping Washington Clean and Evergreen The Water Quality Program within the Department of Ecology is looking to fill a Lead Permit Developer/Facility Manager (Environmental Specialist 4) position. This position is located in our Central Region Office (CRO) in Union Gap, WA. Upon hire, you must live within a commutable distance from the duty station. In this role, you will help protect and restore Central Washington's water quality by developing and overseeing the National Pollutant Discharge Elimination System and State Waste Discharge Permits to effectively manage wastewater discharges. In addition to serving as the unit's lead permit developer, you will also take on the role of facility permit manager. You will be responsible for ensuring assigned facilities remain in compliance with permit requirements, conducting inspections, providing technical assistance, investigating complaints, conducting compliance reviews, and preparing enforcement recommendations. You will have the opportunity to collaborate extensively with engineers, environmental specialists, and scientists within the Water Quality Program, as well as with other Ecology programs and state agencies, as you draft technical fact sheets and permits. You will also serve as the Central Region Office technical unit permitting representative on Ecology's Water Quality Permit Writer's Workgroup, where you will propose enhancements to shell language and improve permit writing tools and procedures to increase permit consistency and defensibility. Your work in this role is high priority within the Water Quality Program and crucial for the protection of ecological health. What you will do: Prepare fact sheets and draft permits for peer, permittee, and public review. Provide technical assistance to permittees and other affected entities to achieve compliance. Mentor and assist junior staff in permitting activities. Perform statistical analyses on data from wastewater monitoring and receiving waters. Travel within Ecology's Central Regional Office (CRO) geographic area to perform site inspections and conduct fieldwork, including occasional water quality sampling. Attend trainings that will help develop skill sets. Initiate recommendations for enforcement actions to achieve compliance with applicable water quality laws and regulations. Note: Personal protective equipment will be provided by the program along with reimbursement for required footwear. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are: 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify. A total of nine (9) years of experience and/or education as described below: Experience in environmental analysis or control, or environmental planning. One (1) year of the required years of experience must be in municipal wastewater treatment. Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning, or other allied field.
