Duties Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Coaches the team in the selection and application of appropriate problem-solving methods and techniques; provides advice on work methods, practices and procedures; and assists the team and/or individual members in identifying the parameters. Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Reports to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs. Estimates and reports to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks. Develops acquisition objectives and milestones to obtain the contracted services within the timeframe demanded for the particular project. Provides advice and guidance to the Program Manager or designee for the contract's structure relating to specific incentive arrangements and Statement of Work requirements. Heads a team that prepares negotiation objectives, participates actively in negotiation procedures, chairs and/or participates in negotiation conferences with senior Government officials. Performs contract management functions in accordance with Federal Acquisition regulations and contractual agreements. Interprets contract agreements for Agency officials and contractors. Ensures required documentation is provided to promptly close out completed contracts. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter. The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance. Back To Basics Update: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty. The duties of this position may require occasional temporary duty (TDY) travel. Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights. In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: 1) Utilizing expert knowledge and interpretation of Federal law, departmental, agency, and local regulations regarding policies and procedures for contracting methodology. 2) Examining and analyzing complex proposals submitted by contractors in connection with initial proposals, contract changes, and final settlements on contracts; 3) Conducting conferences in compliance with regulatory and procedural guidelines; 4) Issuing solicitation notices in compliance with regulatory and procedural guidelines; 5) Advising senior management on key contracting and procurement issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). Problem Solving This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
