Position Overview STI-TEC is seeking Joint Center for Electromagnetic Readiness (JCER) Advisory and Assistance Services (A&AS) support to accomplish Joint Electromagnetic Spectrum Operations (JEMSO) readiness evaluations of service deployment certification events, or prerequisite training considered critical and mandatory prior to deployment to support a Combatant Command (CCMD). Support includes research on electromagnetic spectrum (EMS) issues, obtain relevant DOD documents, conduct studies and report the results thereof, analyze options, and develop specified documentation to assist with effectively and efficiently carrying out the JCER mission. Assist with applying scientific methods and techniques, evaluation planning, coordinating specifications related to computer software use cases and software demonstrations, operations research and systems analysis, program management expertise, and an understanding of multi-Service and Joint doctrine and tactics, techniques, and procedures (TTP) to address the JCER focus areas. Essential Job Function Conducting tactical, operational, and strategic level research concerning the impact of existing and emerging EMSO threats to joint operations; Leading and contributing to event planning and executing teams under the direction of a military / GS direction, to include developing evaluation POAM, coordinating with units and venues, leading planning meetings, drafting evaluation plans and reports Working with partnering agencies that share interests in support of data collection, reduction, or JEMSO operations in conjunction with JCER evaluations Qualifications Minimum Qualifications Experience at the division in at least one of the following areas EW, ADA/Radars, Fires, Spectrum Management, or SIGINT/ELINT; Experience with EMS and non-kinetic effects planning, execution, and evaluation processes; Developing detailed mission analysis and integration of resources to determine capabilities to meet mission requirements; Understanding of current US Army or US Marine Corps (USMC) capabilities and tactics with knowledge of vulnerabilities in the presence of threat EMSO in order to make recommendations to service or joint tactics, weapon schools, or publications based on findings of JCER evaluations; Experience in tactical and operational level targeting processes; Must possess written and verbal communication skills to draft objective and credible reports and deliver briefs with minimal need for editing and corrections; At least twelve (12) years of demonstrated relevant experience in the US Army or USMC. United States citizen TS security clearance with eligibility for SCI, SAP, and SAR accesses. An Interim TS may be acceptable with approval from the JCER Director. Desired Qualifications Ability to evaluate emerging EMSO threats in order to present findings, conclusions, and recommendations based on evaluation results Operational employment experience of EMSO and spectrum management; At least fifteen (15) years expertise in land operations and combat systems Training and certification as a PMP is highly recommended for individuals lacking desired military leadership experience Applicants selected may be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.
