Summary Positions are TEMPORARY seasonal not to exceed 1039 hours work in a service year. This is an open continuous vacancy announcement. Applicants will be referred periodically throughout the announcement period. Final application disposition will be completed once all positions have been filled or the announcement reaches the end of the open period stated in the announcement. The first cut-off date is 11:59 pm (est), February 16, 2024. Responsibilities Temporary positions not-to-exceed 1039 regular hours in a service year may be terminated sooner or extended depending on management needs. The typical seasonal period is mid-May to mid-October but can be variable during these months due to weather conditions, project needs, or funding. The primary purpose of the position is to perform laboring duties that require moderately heavy physical effort requiring the use of common hand tools and power equipment. In order to accomplish the laborer duties, the incumbent must on a regular and recurring basis also operate light duty motor vehicles weighing up to 10,000 pounds (such as pick-up trucks, panel trucks, flatbed trucks, etc.) to transport personnel, material or equipment to work sites located on the park. Maintain landscapes and roadsides using equipment including riding mowers, push mowers, weed eaters, 3-blade trimmers, backpack blowers, work trucks, and hand tools Operates heavy power equipment such as lawn mowers, chain saws, brush cutters, brush chippers, portable snow blowers, and all types of hand and light power tools (such as shovels, pulaskis, picks, digging bars, rakes, lawn edging equipment, electric drills, etc.), to maintain buildings, grounds, roads, trails, etc. Perform trail maintenance. Pick up litter along roadsides and empty exterior trash cans. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. Applicants must be at least 18 years old due to possible hazards of the position (i.e. operating motor vehicles). Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability to do the work of a Laborer (MVO) without more than normal supervision (SCREEN OUT) Work Practices Ability to use and maintain tools and equipment Ability to interpret instructions, specifications, etc (other than blueprints). Dexterity and safety Screen-out Element: "Ability to do the work of the position without more than normal supervision." For this position, laboring duties including operating heavy power equipment, such as single-function power lawn mowers with one or more cutting decks and mechanical controls, hand power equipment, such as chain saws, jackhammers, and a variety of types of common hand tools and light power tools (such as, shovels, rakes, lawn edging equipment, circular saws, electric drills, etc.), to maintain buildings, grounds, roads, and trails. I have also been responsible for operating light duty motor vehicles weighing up to 10,000 pounds (such as pick-up trucks, panel trucks, flatbed trucks, etc.) to safely transport personnel, materials, or equipment to work sites. Dig ditches and trenches with pick and shovel where soil is hard and compact; break up pavement or concrete; mix and pour concrete, asphalt, and hot / cold mix; fill and level holes in damaged roads. Load and unload supplies and materials from trucks, trailers, dollies, etc. Move furniture, paint picnic tables and signs, trim trees and shrubbery, picks up litter and clean fire pits. Perform basic equipment maintenance on mowers and other similar equipment including adjusting blades, cleaning, lubricating and oiling. Perform janitorial duties, such as cleaning sinks, toilets, sweeping and mopping floors. Lift and move objects weighing over 50 pounds, and in some cases, carrying 80 to 100 pounds (or more) with assistance. I am considered an expert and work with a degree of independence. Additional Information A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402 b 7 ), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM. Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations. Physical Demands:The work performed requires the exertion of moderate to very heavy physical effort. The work involves lifting and moving objects over 50 pounds, and in some cases, carrying 80 to 100 pounds (or more) with assistance. Outside work is usually performed under all kinds of weather conditions. Indoor work is often accomplished in office buildings or in well-lighted, heated, and ventilated areas such as warehouses, loading docks, or trade shops. Working Conditions: Frequently exposed to weather and temperature extremes, drafts, noise, dust, and dirt and the possibility of bruises, muscle strains, cuts and scrapes. Work requires the employee to fellow proper safety procedures and use standard safety equipment such as gloves, ear protectors, safety glasses, and steel-toe shoes to avoid possible hazards in the work area. Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.
