What you'll do The Network Laboratory Technical Specialist, Quality Management Systems is responsible for leading and coordinating of quality systems within laboratory services throughout Bassett Healthcare Network. The QMS Technical Specialist is responsible for meeting laboratory regulations (NYSDOH, The Joint Commission, and American Association of Blood Banks) as they relate to quality as well as organizational performance improvement and service excellence. Completes validation /correlation studies, identifies problems, takes appropriate action, documents performance and prepares departmental reports. Provides leadership for activities necessary to ensure communication, training, competency assessment and ongoing compliance monitoring with requirements under the laboratory's quality management system. Reports directly to the Network Director, Laboratory. Designs, implements, coordinates, follows up and modifies as necessary the Laboratory Quality Management System for all permitted laboratories under Bassett Healthcare Network. Assures regulations (NYSDOH and TJC) are met for Bassett Healthcare laboratory sites Assures completion of QMS laboratory reports for each laboratory within Bassett Healthcare Network Coordinates and completes The Joint Commission related work/written communication to The Joint Commission meeting deadlines as well as prepares educational materials for staff Identifies problems, investigates and implements changes to improve services Stays current with NYSDOH, The Joint Commission, AABB and CLIA standards Completes quality reviews, and working collaboratively with individual lab supervisors/ managers, assists with and coordinates resolutions to Quality Resources Management issues, including QC failures, PT corrective action, and survey deficiencies Designs, implements, coordinates, follows up and modifies as necessary the PI, Service Excellence monitors ensuring quality work is maintained, customer service are met for Bassett Healthcare Network laboratory sites Performs detailed technical work related to incident reports, data collection and data entry on PI and Service Excellence monitors Coordinates the annual choice of appropriate PI and Service Excellence monitors for the department based with the input of the Laboratory Network lab supervisors/managers and directors by February of each year Collects, coordinates, assures follow up and maintains data including departmental incident variance reports within 7 days of receipt Presents and displays the departmental monitors to the lab staff Makes a recommendation based on knowledge of current institutional PI and industry best practices for target areas to monitor and acceptable thresholds or benchmarks Interacts effectively and cooperatively with all members of the health care team Represents the laboratory network at institutional quality and performance improvement meetings as assigned, assuring laboratory regulatory interests are presented, and to assure compliance Exercises independent judgment within the scope of responsibilities and absence of direct authority Manages conflict within the department through resolution attempts, consideration of other's views, and open communication Effectively communicates (in written or verbal format) to physicians, staff and administration regarding hospital Core Measures performance Sets an example in work performance and team building, concern for patients and co-workers by maintaining a positive interpersonal approach and demeanor Willingly accepts and completes special assignments or other duties within scope of license, as required What we need from you Education: Qualified as a Clinical Laboratory Technician in accordance with New York State Department of Health Regulations, required Experience: Minimum 6 years post Bachelor's degree experience, required Minimum 4 years post Master's degree experience, required Minimum 3 years supervisory experience, preferred License/ Certification: Licensure by NYS SED as a Clinical Laboratory Technician required, or licensure-eligible with a limited permit or limited license as a Clinical Laboratory Technician within 12 months. Limited Permit is granted to individuals that meet the educational requirements for licensure except for the licensing examination which must be taken within one year from the issuance of a limited permit. Pay Range Salary is based on a variety of factors, including, but not limited to, qualifications, experience, education, licenses, specialty, training, and fair market evaluation based on industry standards. Pay Range Minimum: USD $39.01/Hr. Pay Range Maximum: USD $58.51/Hr.
