Duties Learning Architecture Planning, Development and Program/Project Management. Establish, implement and maintain SAF/CDMX (MPCO) KM program policies and governance using modern business practices and technologies. Represents the Director on KM related issues with DoD, other Agencies, and Mission Partners. Collaborates with Combatant Commands, Directorates, Joint Task Force, and other Service's with Air Component interests. Plans and directs all MPCO Knowledge Management working group activities; serve as the principle advisor for SAF/CDMX's (MPCO) working groups. Position is designated Special-Sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) and Special Access Programs, as required. (cont'd) A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Required to perform temporary duty of varying duration to other military installations or civilian locations to attend meetings and conferences or represent the MPCO Director in KM matters. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, 0301 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: Applying DoD, Joint, and AF KM theories, concepts, processes, best practices, and use of foundational KM technologies such as Intel Share, SharePoint, DCS, and JKO to develop new concepts and methods to promote effective decision-making; Application of a wide range of qualitative and quantitative analytical and evaluative methods and techniques to assess knowledge needs, determine knowledge gaps, evaluate the effectiveness and efficiencies of the KM program, and the impact on the change management processes; Developing business practices, process documentation. models and graphics. and communicating orally to make presentations to senior leaders as well as classes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of strategic and operational KM concepts, principles, and best practices involved in the development of organizational programs and processes, information technology, incorporation of change management into KM activities, and the ability to apply a variety of qualitative and quantitative methods and techniques for the assessment, validation, and improvement of MPCO processes and mission effectiveness. Thorough knowledge and skill in applying analytical and evaluative methodologies and techniques in order to assess MPCO knowledge management requirements that support accomplishing the directorate's strategic and operational mission goals and objectives. A working knowledge of AF/Joint operational planning process to effectively implement and maintain KM policies, procedures, and governance in order to optimize KM processes. Ability to communicate effectively, both orally and in writing, using various communication media to communicate process improvement, change management, KM, innovation cultivation, information technologies and collaborative lesson learned concepts, processes, and procedures to establish, implement, and maintain proactive KM. Skill and ability to establish goals and assess progress towards their achievement; develop concrete action plans to solve problems; adjust work objectives to meet changing programs and negotiate effectively with management to implement recommendations. Ability to recognize and analyze complex issues associated with directorate or organizational policy development, conduct research, summarize results, and make appropriate recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
