Duties 1. Performs services as a senior systems administrator. 2. Provides technical guidance and instruction to users and other IT specialists. 3. As a senior IT specialist, participates in management discussions, meetings, committees, or special projects. 4. Manages the local JWICS network systems, designs and monitors new complex network systems, configures and installs network hardware/software, and maintains local JWICS network operations. 5. Exercises supervisory personnel management responsibilities over military only. Employees must maintain required certifications as required by the DoD 8570.1-M or other regulations if superseded or replaced Qualifications This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Supervision/Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. Salary Ranges includes local market supplement BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes having extensive experience IT system server and integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and project management principles; hardware and software protocols as well as technologies and tools related to electronic attack and defense of such systems; a full range of IT methods, regulations, policies, products and services sufficient to develop specifications to ensure compliance with security requirements at the LAN level and to plan and coordinate the delivery of an IT security awareness training program for end users at all levels within the organization; and system software and systems development life cycles including systems documentation, design development, configuration management, cost analysis, data administration, systems integration, and testing. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of IT systems analysis and internet concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems in addition, applications software projects; and to design, test and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure. 2. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols. Knowledge of client/server technology, open systems architecture, distributed computing, web publishing, web enabled applications and information retrieval techniques including access and security safeguards. 3. Knowledge of operating systems associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. 4. Knowledge of the latest technology advances to include performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, perform a wide range of systems administration functions, and ensure optimum system performance. 5. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. 6. Ability to effectively write and orally communicate security information to various audiences, to include line staff and management. Ability to effectively plan, assess, monitor, and use various computer programs with diverse applications. Ability to plan, organize, and direct the functions and staff of a small staff.
