Summary You will serve as an IT SPECIALIST (SYSANALYSIS/DATAMGT) in the Command Information Office of NAVAL FAC ENGR CMD EUROPE SW ASIA. Duties You will apply analytical processes to the planning, design and implementation of existing, new and improved information systems and applications to meet the business requirements of the organization. You will develop functional requirements, and develop process specifications and wireframes or user modeling diagrams to convey the business requirements. You will provide internal management consultancy services to business leaders, business units and lines of business. You will develop and present briefings to peers, upper management, and business line leader staffs on complex IT issues, project status, and recommended course of action. You will conduct feasibility studies and trade-off analyses and prepare business cases for the application of IT solutions. You will collaborate with key organizational stakeholders and enterprise and solution architects to define a strategic plan for leveraging the customer's business architecture. You will serve as a data manager or administrator for maintaining the operational state of datasets assigned to the local activity. You will design and create data queries to understand data quality and conduct analysis activities to ensure the completeness and accuracy of the results. You will be subject to and must be able to satisfy the overseas requirements of the 26Jul12 DODI 1400.25 V1230: This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Qualifications Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Consult with customers to define functional requirements, which will be used to support the software development lifecycle.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Develop process specifications and wireframes or user modeling diagrams to convey the business requirements.
3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Determine which information systems products or services with customers to define project scope, requirements, and deliverables.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Monitoring multiple datasets in the Enterprise Data Warehouse (EDW) to support local Facilities Engineering Command (FEC) procedures. In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Providing technical support on a variety of applications, operating systems, protocols and equipment as well as methods and practices for troubleshooting, adjusting, modifying and improving IT systems;
2) Interpreting and explaining IT guidance and policies to ensure appropriate action is taken to address or elevate critical issues;
3) Performing business process re-engineering to evaluate risk and recommend new technologies to work within the enterprise IT architecture; and
4) Demonstrating skill in the operation of a wide range of computer hardware, COTS, and applications software, particularly PC and LAN-based systems and ability to install/troubleshoot hardware and software components. - Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV 5-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and:
