Duties Serves as the senior technical expert/project officer in the transition of EIT systems. Provides technical, procedural, and policy guidance for the planning and implementation of enterprise-level IT capabilities. Develops, maintains, and reviews planning documents related to the creation, integration, or implementation of EIT Services. Represents AF EIT position at meetings and conferences. Leave accrual may be authorized upon request Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays. May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours. Must be able to obtain and maintain a secret security clearance. The position is designated by the Air Force as a testing designated position (TDP) under the Air Force drug testing program. As a requirement for employment in this TDP, the incumbent is to refrain from use of illegal drugs, And submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. The incumbent is subject to random testing for drug use. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as an additional duty requirement. Incumbent of this position must achieve the appropriate IA certification within 6 months of assignment of these duties. A waiver of this 6-month requirement may be granted. Failure to receive the proper IA certification may result in removal. This position is Centrally Managed by the Cyberspace and Information Technology career field. Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes application of advanced and comprehensive IT principles, concepts, methods, standards, and practices both in Government and industry sufficient to serve as technical authority for programs and systems, development and implementation. Mastery and skill in applying, technical knowledge of IT systems methods, approaches, and management regarding oversight and performance of hardware and operation configurations, policies, and procedures applied to the AF business requirements. Expert knowledge of capital planning regulations and policies, performance management tools, and Air Force and DoD IT systems infrastructure and trends in present and emerging IT systems technology to determine the business value of systems, information, and impact on IT capital planning processes; develop knowledge management program plans, policies and standards; develop, implement, and interpret metrics; leverage human resources to meet goals and objectives. Expert knowledge of maintenance, acquisition, system concepts, techniques, policies, principles, and security to determine the business value of the systems and their information, and performance measures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of, a wide range of IT systems, principles, facilities, procedures, practices, and methodology, such as those found in Government and industry. 2. Knowledge of IT systems management, oversight, performance management, and of hardware operation, configuration, policies, and procedures. 3. Knowledge of the process of requirements analysis, assessing capabilities of systems relative to established requirements and determining impacts to related/dependent systems. 4. Knowledge of trends in present and emerging, state-of-the-art of IT systems and programs. 5. Ability to speak and write effectively for the purpose of presenting, understanding and discussing complex technology concepts, issues, and problem resolutions with key government officials, industry officials, and other military and civilian personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
