Duties The purpose of this position is to manage the development of the state's enterprise Information Technology(IT) goals, objectives, plans and policies to include identifying business requirements for new systems and developing basic application requirements utilizing systems analysis principles and methods in coordination with area experts. The work directly supports the C4 requirement for developing and maintaining the state Strategic IT Plan which involves defining the current business and IT environment and projecting future requirements for fiscal and manpower resources for IT personnel and training. Develops and manages the state IT Plan. Provides support in the planning and analysis phase to ensure the mission and program management principles are documented. Ensures the completion and review of life-cycle trends and cost-benefit analysis for installation information systems and support services. Develops information policies, plans and programs for the state in conjunction with the supervisor and the various division/branch chiefs. Periodically analyzes existing policies and procedures for application of security and information assurance compliance in all planning and IT management activities. Reviews applicable NGB, and Joint Technical Architectures for integration into the state IT architecture. Develops, documents and maintains the state IT architecture in support of the C4 program goals and objectives. Coordinates the completion and review of the various IT reporting requirements in conjunction with the supervisor and all division/branch chiefs. Analyzes the division chiefs' submissions to ensure accuracy and compliance with C4 policies and objectives. Recommends changes and/or improvements. Analyzes and manages the information management internal controls program, analyzing proposed systems determining the program impact and resource requirements along with reviewing budget management functions for program impact and compliance with C4 priorities and objectives. Serves as a key analyst in the IT capital planning process. Completes and reviews the state's IT budget submission to ensure that it reflects the goals and objectives of the organization and that it addresses all state Enterprise requirements. This submission is the basis for the state portion of the NGB Program Objective Memorandum (POM) submission. Provides analysis and specifications for review by the organizational chief and the various division/branch chiefs to project fiscal impacts and requirements for budgetary issues. Coordinates with the various C4 program managers in the analysis and reconciliation of fiscal issues in support of information management goals and program objectives. Conducts analysis and audits of assessable C4 programs. Analyzes findings and develops reports noting deficiencies found with suggested corrective actions designed to ensure the effective accomplishments of the C4 program goals, objectives and policies. Analyzes new or proposed regulations, legislation, or operating procedures for impact on the IT programs and operations mission. Develops regulatory and policy documents for the directorate. Coordinates the completion of budget management functions in conjunction with all fiscal managers within the organization. This includes analysis and review of the Annual Funding Program and the impact to the various C4 Program areas. Prepares management reports and funding status based on the initiatives and objectives for review by the supervisor. Analyzes and reviews the organization's projects and policies to ensure compliance with the Enterprise Information Plan objectives. Schedules and attends meetings and conferences. Represents the organization at meetings and on committees. Prepares briefings and reports. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. Security + certification required Qualifications Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Military Grades: Enlisted E4 - E8, Warrant WO1 - CW4; Officer 01 to 03 Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position. Compatible Military Assignments: 25, 250, 17 or 170 Series GENERAL EXPERIENCE : Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE : Must have 1-year specialized experience equivalent to at least the next lower grade (GS-09). Specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. It is not necessary for applicants to possess the MOS/AFSC listed as compatible to the position in order to apply, however applicant must meet the qualifications for the position. It is applicant's responsibility to acquire a compatible MOS/AFSC within 1 year of appointment. Coordinate with your unit's training representative to determine whether or not you can qualify for a specific MOS/AFSC and/or receive training within the 1 year timeframe before accepting the position.
