Contract Overview This requirement is to provide Information Technology services and support for enhancement, maintenance, and security of the Cyber Center of Excellence (CCoE) G6's Network, Enterprise Level Solutions, and IT Services. Position General Responsibilities Have frequent contact with customers; maintain good customer relations as well as understand and apply the processes of IT procurement Support CCoE to plan, prepare, execute, and monitor the supply acquisitions and procedures of the CCoE G6 to assist CCoE personnel on guidelines and policies in place for the procurement of IT items. Assist the designated CCoE G6 official to create, review, maintain, and process with IT Acquisition Management and Oversight (AMO) packets and IT procurement actions IAW TRADOC Regulation 5-14, and other policies, as required. The designated CCoE G6 Government official is primarily responsible for all CCoE G6 AMO staff actions. o AMO packets include, but are not limited to, TRADOC Form 5-14-E (Request for Approval of Service and Supply/Product Contract Requirements), Information Technology Approval System (ITAS) waiver, Statement of Non-Availability (SoNA), Computer Hardware Enterprise Software and Solutions (CHESS) License Tracking System (LTS) requests, Requirements Review Board (RRB) submissions, etc. Analyze and properly apply IT concepts, principles, and practices, as well as budgetary policies, to create or review IT AMO packet documentation ensuring a cost-effective, complete, sound IT solution is being processed in a timely manner. Review all IT procurement requests daily in the IT Procurement System for processing, recommended approval or corrections Monitor and utilize the Procurement Division mailbox daily, responding to inquires or directing them appropriately. Advise and/or train CCoE procurement personnel on current IT policies, procedures, required documents, etc. Create and/or maintain IT Procurement Services Division documentation, such as user guides, SOPs, etc. Assist the designated CCoE G6 official to maintain AMO packets tracking documents daily, ensuring up-to-date information at all times Interpret IT-related Enterprise Service Agreements (ESAs), Joint/Enterprise License Agreements (J/ELAs), Service Level Agreements (SLAs), Memorandums of Understanding (MOUs), etc. in support of the CCoE C4 mission IAW applicable regulations and terms and conditions of agreements and (2) plan, prepare, execute and monitor the budget policies and procedures of the CCoE G6 and to provide assistance to CCoE personnel on guidelines and policies in place for the procurement of IT items. Attend meetings directly related to or associated with assigned IT procurement packets in order to gain insight on procurement requirements and/or provide acquisition strategy. Take legible notes and be able to provide them upon request. Screen all IT procurement actions for completeness, accuracy, and compliance with internal CCOE, TRADOC, and HQDA policies, regulations, and/or guidelines. Ensure required IT products and services are purchased in the most cost and time-efficient manner within CCOE, TRADOC, and HQDA regulations and guidelines Monitor and utilize the Procurement Division mailbox daily, responding to inquires or directing them appropriately. Advise and/or train CCoE procurement personnel on current IT policies, procedures, required documents, etc. Create and/or maintain IT Procurement Services Division documentation, such as user guides, SOPs, etc Position Qualifications Have at least 3 to 5 years of IT experience with IT Resources and Army IT acquisition/procurement processes Possess proven ability to interpret IT-related Enterprise Service Agreements (ESAs), Joint/Enterprise License Agreements (J/ELAs), Service Level Agreements (SLAs), Memorandums of Understanding (MOUs), etc. in support of the CCoE C4 mission IAW applicable regulations and terms and conditions of agreements. Possess the ability to analyze and properly apply IT budgetary policies to create or review IT Acquisition Management and Oversight (AMO) packets and supporting documents. Possess the ability to provide recommendations or alternate, realistic IT solutions Be proficient in Microsoft Office Suite and Adobe software applications sufficient to create and/or modify documents to streamline the procurement process.
