Duties Develops policies and procedures to ensure information systems reliability and accessibility, and to prevent and defend against unauthorized access to systems, networks, and data. Conducts risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. Conducts cyber security operations evaluations, audits, reviews and assesses systems security contingency plans and disaster recovery procedures. Implements, maintains, and conducts on-site and remote/virtual analyses of information system (IS) standard security products and associated systems. Provides technical reports to management that depict the status of the security products and the holistic security posture of the applicable (e.g., CCRI, PKI, ICS/OT, Cloud, PIT, CDS) operations at the site, or areas under evaluation. Prepares and presents formal and informal briefings to chain-of-command management on assigned projects, and to other organizations as part of the review process. Requirements Conditions of Employment Must be a U.S. Citizen Males born after 12-31-59 must be registered or exempt from Selective Service. This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination. Must be able to obtain and maintain Top Secret/ SCI security clearance. This is a drug testing position. This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual. Qualifications In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Applicants must demonstrate on their resume that they have IT related experience demonstrating each of the four competencies. -Attention to Detail -Customer Service -Oral Communication -Problem Solving Qualifying Experience: To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Knowledge of cyber defense, vulnerability assessments techniques/tools and cyber audit techniques/tools, information technology (IT) security principles (e.g., Confidentiality, Integrity, Availability), network security architecture concepts (e.g., firewalls, demilitarized zones, encryption), and cybersecurity principles used to manage risks related to the use, processing, storage, and transmission of information or data. Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. All qualifications must be met within 30 days after the closing date of this announcement. Education There is no substitution of education for specialized experience at the GG-12 grade level. There is no substitution of education for specialized experience at the GG-13 grade level. Additional information This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. This appointment does not confer eligibility to be non-competitively converted to the competitive service. Males born after 12-31-59 must be registered or exempt from Selective Service (to verify your registration status click here). A three year probationary period may be required. Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement. Management has the prerogative to select at either grade level. Employee is subject to recall or call back during off-shift hours, 7 days a week, 24 hours a day, if required by upper management. Telework availability will be based upon the mission requirements and supervisory determination. This position is subject to the limitations imposed by the DOD Priority Placement Program. Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level. PPP Application Based Preference Eligibles (Military Reserve and National Guard technicians, Military Reserve and National Guard technicians receiving disability retirement, and Retained Grade employees) will receive priority consideration at the full performance level only. For grades below the full performance level, only MSP/PPP eligible candidates who currently occupy a formal training program position will be entitled to exercise their priority preference.
