Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties You will identify, develop/design traditional and renewable energy projects or opportunities involving complex mechanical and electrical systems to reduce energy and costs. You will seek out, apply for and receive training, and maintain proficiency in energy issues such as codes, building energy efficient models, life cycle costing, innovative technology, energy conservation strategies, and promote energy training. You will provide guidance on use of available alternative financing programs. You will project manage and track photovoltaic and renewable energy development and interconnection agreements and monitor renewable energy production. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to obtain and maintain a current valid United States driver s license. This is a bargaining unit position. Qualifications A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing recommendations to incorporate energy and water conservation technology, sustainable design principles and renewable energy solutions for energy projects involving mechanical and electrical systems; 2) Conducting energy saving calculations, simple payback and return on investment; 3) Assist with overseeing the execution of energy projects by reviewing project feasibility, researching financing programs, coordinating with stakeholders, etc.; and 4) Providing input on utility guidance procedures, processes and instruction for the efficient planning, design and review of all energy conservation and energy renewable projects. PHYSICAL DEMANDS
Work requires site investigations involving walking, stooping, and bending. Occasionally requires climbing of ladders and steep stairs. Extensive period of time is spent at a computer work station so the incumbent must be capable of physically and independently operating a computer work station. Sporadically throughout the year, the incumbent is responsible for energy awareness events that may require the incumbent to transport loads up to 50 pounds, sometimes manually. During the energy awareness events, the incumbent may be required to stand for periods of time up to 4 consecutive hours. Infrequently, the incumbent may be required to perform a night audit of a specific facility or of a base so the incumbent must have reasonable
night vision. As part of site investigations, the locations of problems or may lead to evaluation of a system. An example of this is hearing a steam trap opening and closing. Another example of this is use of a thermal photographic instrument that detects infrared heat signature but only reads out in specific colors. The incumbent may also be required to travel by air to attend conferences, workshops, trainings, meetings which will usually require long periods of confined inactivity aboard military aircraft, commercial airliners and sporadic waiting in airport terminals. Work is predominantly in an office environment. During site investigations, the incumbent may be exposed to noise, adverse weather conditions, extreme temperatures, dust, blast hazards, and other adverse conditions as a result of operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
