Summary You will serve as the Facility & Infrastructure Program Manager, Australia - United Kingdom-United States (AUKUS) Program, of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters. Duties You will lead and/or participate in cross-national teams in identifying and evaluating submarine and nuclear Facilities and Infrastructure (F and I) requirements and standards. You will serve as primary interface between AUKUS F and I engineering, design, planning, and construction efforts and NAVFAC F and I technical support personnel and teams. You will serve as primary link from Australia AUKUS F and I teams to US Program Management Office and to NAVFAC HQ for program management, resourcing, and non-technical F and I issues. Provides subject matter expertise and leadership in F and I engineering, design, construction, and planning efforts of the AUKUS program to develop Australian nuclear submarine construction, maintenance, and operation capability and capacity. Oversees the US contribution to the AUKUS F and I acquisition program. Responsible for the management of the US contribution to facility design program which includes facility construction projects that support the AUKUS F and I acquisition program. Develops and maintains appropriate information and decision documentation, storage, and tracking system for F and I related projects, issues, and decisions. Ensure all code and standard differences, conflicts, and their resolutions are documented. Requirements Conditions of Employment Must be a US Citizen. This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position requires current registration as a Professional Engineer (PE) or Architect (RA) from any state, the District of Columbia, Guam or Puerto Rico. Qualifications Selective Placement Factor(SPF): This position has an SPF which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, the District of Columbia, Guam or Puerto Rico. In addition to the Basic Requirements and SPF for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Evaluating submarine and nuclear facility and infrastructure requirements; 2) Providing communications to multiple levels of leadership on program status; 3) Participating in planning, design, engineering, and construction review meetings; and 4) Maintaining appropriate information and decision documentation, storage, and tracking for related projects, issues and decisions. Education Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above.

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
