Duties DUTY 1: Plans, conducts, leads, manages, and guides the intelligence analysis of an analytic team to analyze requirements, identify opportunities, map vulnerabilities, and gain critical insight into complex problem sets. DUTY 2: Uses the Military Decision-Making Process and Joint Intelligence Preparation of the Operating Environment to analyze those opportunities, identify partners, develop insight and brief senior DoD leaders. Assists in planning, resourcing, and executing the projects, and conducting after-action reviews. DUTY 3: Supports the integration of intelligence and innovation, and a using a mastery of intelligence principles, concepts, and procedures, actively identifies and seeks out new analytic tools, databases, and capabilities to facilitate analysis, and makes informed recommendations on analytic software and tools for procurement and funding. DUTY 4: Conducts analytic planning on complex problems based off thorough understanding of the requirement and the customer. Requirements Conditions of Employment U.S. Citizenship Required All new DCIPS employees are required to complete a two-year DCIPS trial period. Qualifications This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of collections, operations, and analysis as well as a wide range of concepts governing the DoD counterintelligence mission, DoD counterintelligence mission, and national intelligence objectives; knowledge of terminologies, methodologies, research, and analytical techniques applied to highly complex assignments in counterintelligence, collection and analysis. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world, as well as intelligence and threat entities, operations, and capabilities that may be directed against USAF, DoD, and other U.S. resources and advisory services supporting U.S. special operations forces, the intelligence community, and technical activities. 2. Extensive knowledge of the structure, organizations, mission/functions, resources, inter-relationships, as well as conventional, special, technical, and compartmented operations and requirements of the DoD, COCOMs, Special Operations Forces, and the US Intelligence Community. 3. Extensive knowledge of, and experience in, providing high-end analytic support to the DoD, special/technical/compartmented operations communities, the national intelligence community, the interagency and federal law enforcement community, and joint partners. 4. Comprehensive skill in handling classified data in accordance with established DoD procedures. 5. Demonstrated ability to identify and use innovative analytic tools, capabilities, and datasets to quickly assimilate disparate data and render knowledgeable and accurate intelligence assessments of adversary intentions, tactics, techniques, or procedures; to make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgement, experience, and recognized professional standings; and to present and argue for a position effectively. 6. Ability to plan, organize, collaborate, build teams, innovate, and work in an unstructured or ambiguous environment well, operating only on guidance. Skill in the oral and written delivery of information in the form of briefings, reports, conferences, and operational planning events. CONDITIONS OF EMPLOYMENT CONTINUED: 1.Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. The position may be subject to periodic polygraph examinations consistent with position requirements, and psychological examinations, if necessary, in the performance of the position. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions including demotion or removal. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
